Project Overview:
Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.
Job Summary:
The Cost Engineer is responsible for the maintenance of the Project Control Cost System ECOSYS including the ongoing training, development and administration of the system to ensure timely accurate reporting of the Project Cost Status. Further the role will be responsible for producing the Project Cost Report, Commitment & Cashflow. This position assists in cost analysis, change management, and budget control on large scale Engineering Procurement and Construction Projects under supervision of Project Cost Engineer. #LI-SM2
Major Responsibilities:
• Producing the Project Cashflow & Commitment interfacing with various stakeholders from Engineering, Supply Chain & Construction.
• Working with the Supply Chain Team providing Project Controls Support for Awarding Packages & Processing Change Notices.
• Plans, coordinates & preparation of specific budgets for packages based on Project Estimate.
• Develops and implements requirements for cost recording, reporting, and analyzing standards, programs, and reports.
• Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions.
• Identifies or defines data sources and techniques for data acquisition and collects required data for a specific discipline or other specialty applications.
• Performs routine cost estimating, analysis, and control activities, as directed.
• Supports the implementation of cost monitoring and control standards, techniques, systems, and reports .
• Assists with budget allocation and reporting/cost control
• Prepares cost data for proposals or contracts
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience

Required Knowledge and Skills:
• Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
• Knowledge in the use of computers for executing work processes.
• Statistical knowledge in the areas of sampling, distributions, probability, and hypothesis testing for metrics.
• Knowledge of supervision, personnel administration, and training of technical and nontechnical personnel.
• Skilled in oral and written communication.
• Knowledge of financial reporting systems and controller account codes, and an understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).
• Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
• Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
• Skilled in oral and written communication.
• Advanced Knowledge in the use of MS Excel, MS word, etc. for executing work processes.
• Proficiency with PC operating systems, with expert proficiency in EcoSys & Power BI software applications.
• Proficiency with multiple discipline specific software applications currently used in Bechtel (DSCS, CFAR and Microsoft Office Applications, for example).
• Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
• Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
