JPI is seeking a Facilities Conditions Assessment Analyst to support a federal client in project management and business operations initiatives. This role is a critical field-based position that provides the primary data foundation for the government's capital planning, deferred maintenance tracking, and occupancy readiness determinations.

 Responsibilities Include:

• Conduct comprehensive visual and physical inspections of building systems including architectural elements (structure, envelope, finishes), mechanical systems (HVAC, plumbing), electrical systems (power, lighting, emergency), fire/life safety systems (alarms, sprinklers, egress), and site features (parking, landscaping, utilities, civil, and structural). 
• Review available facility documentation prior to field inspections including as-built drawings, floor plans, previous assessment reports, maintenance logs, and equipment lists. 
• Use standardized inspection checklists and digital data collection tools; take systematic photographs and document deficiencies with precise location references. 
• Conduct functional testing of critical systems where feasible and safe; assess system performance, reliability, and code compliance. 
• Estimate remaining useful life (RUL) of major building components based on observed condition, age, and operational history. 
• Identify and document deficiencies, code violations, deferred maintenance items, and safety hazards; categorize by severity, risk, and urgency. 
• Provide input to detailed cost estimates for repair, replacement, and corrective actions by system, building, and priority level. 
• Assess compliance with all applicable federal, state, and local codes and standards including ADA, fire/life safety, and environmental regulations. 
• Prepare comprehensive FCA reports for each facility including executive summaries, inventory and condition ratings, deficiency lists with photographs, cost estimates, prioritization matrices, and annotated floor plans. 
• Provide all assessment data in written reports and electronic formats compatible with DHS systems (Excel, PDF, CMMS). 
• Comply with all OSHA and DHS safety protocols during site visits; coordinate scheduling and access to minimize disruption to DHS operations. 
• Address special requirements for historic and mission-critical facilities on campus.

Requirements

• Bachelor's degree in Architecture, Civil Engineering, Construction Management, Facilities Management, or a closely related field; or equivalent combination of education and experience. 
• Minimum of 5 years of experience conducting facilities condition assessments for federal, institutional, or commercial facilities. 
• Demonstrated ability to inspect and evaluate multiple building system types including mechanical, electrical, structural, and fire/life safety. 
• Experience preparing detailed FCA reports, deficiency documentation, and cost estimate inputs consistent with federal facility assessment standards. 
• Proficiency with digital field data collection tools, Microsoft Office Suite, and ability to produce GIS-compatible or CMMS-compatible data outputs. 
• Ability to obtain and maintain a required security clearance. 
• Physical ability to perform field inspections including access to confined spaces, rooftops, and mechanical rooms.

Preferred Requirements 

• Registered Architect (RA) or Professional Engineer (PE) licensure. 
• Certified Facility Manager (CFM) or Facilities Assessment Specialist credential from BOMA or IFMA. 
• Experience with BUILDER SMS or equivalent federal facility condition assessment and sustainment management software. 
• Familiarity with GSA and DHS facility standards and prior experience on federal campus assessment projects. 
• Knowledge of federal historic preservation requirements and experience conducting assessments on Section 106 or National Register-eligible properties.
