We have developed our methodologies and processes based on the IT Infrastructure Library (ITIL) v.3 Framework across enterprise infrastructure operations. These methodologies and processes are reinforced through our organization's externally accredited certifications, which include ISO 9001:2008 Quality Management System (QMS), ISO/IEC 20000-1:2011 IT Service Management Systems (SMS, corporate ITIL certification), ISO 27001:2005 Information Security Management System (ISMS), and CMMI-DEV Level 3.

Job Description

A Scrum Master is responsible for moving our Solution Teams forward following our Agile Development Life Cycle (ADLC). The Scrum Master/Development Team Lead will serve as a dedicated team member who has the primary responsibility to support their self-organizing, self-managing team successfully achieve their daily, iteration, and release goals and delivery objectives. They do so by effectively applying, implementing and enforcing Scrum principles and practices, facilitating continuous improvement, and identifying and removing team impediments. The Scrum Master/Development Team Lead will also help protect the team from outside influences, which could otherwise interfere with the team's ability to deliver value in a short time-box (iteration). The Scrum Master/Development Team Lead will mentor the empowered teams and serves as the leadership proxy whose role is to assist the team in its transition to the new method, continuously facilitate a team dynamic intended to maximize performance of the team, and by continuously improving agile practices.

As such, the Scrum Master/Development Team Lead /Development Team Lead has a few major responsibilities:

  • Facilitating the team's progress toward the goal: The Scrum Master/Development Team Lead will serve as a trained team facilitator constantly engaged in challenging the old norms of development while keeping the team focused on the goals of the iteration
  • Leading the team's efforts in continuous improvement: The Scrum Master/Development Team Lead will help the team improve, helping the team take responsibility for their actions, and helping the team become problem solvers for themselves
  • Advocate Agile Values: The Scrum Master/Development Team Lead will lead the team on agile practices
  • Eliminating impediments: The Scrum Master/Development Team Lead will remove any blocking issues beyond the team's authority or will solicit support from other teams/stakeholders until a resolution is reached, so that the team can remain focused on achieving the objectives of the iteration
Qualifications

Minimum skills and qualifications:

  • 5+ years' experience in developing in multiple software development project teams
  • 5+ years' experience in leading multiple agile software development project teams
  • Bachelors or appropriate relevant experience
  • Prior experience as a Java Developer to include: Design and develop application code using Java/JEE, XML, SOAP, REST, and Spring Framework
  • Design and develop JUnit test code
  • Experience facilitating stand-ups
  • Experience estimating complexity for user stories
  • Experience with test driven development
  • Demonstrated Scrum Master/Development Team Lead experience with Agile development methodologies and processes on actual multiple project/program engagements required
  • Familiarity with continuous integration practices and principles
  • Familiarity with automated testing practices and principles
  • Familiarity with user acceptance testing and principles
  • Excellent interpersonal skills including organizational, team building, people management, issue resolution, and customer relationship management
  • Must have excellent written and verbal communication skills at all levels of the organization with both internal and external customers
  • Excellent analytical and problem solving skills with proven ability to lead and manage projects with medium to high levels of technical and/or functional complexity
  • Demonstrated ability to systematically gather relevant information from different sources to address an issue and make a prompt and insightful decision

Preferred skills and qualifications:

  • Certified Scrum Professional (CSP) (preferred)
  • Project Management Institute - Agile Certified Practitioner (PMI-ACP) (preferred)
  • Previous experience working with Government clients is desired, and experience working with DHS clients is highly desirable
