Job Purpose

Straughan is hiring a full-time Program Manager for a federal facility in the Houston, TX area. The main goal of this position is to maintain Environmental Compliance at the site by managing the overall multi-media environmental contract, budget and personnel. This position serves as the Contractor's primary contract manager and shall be the contractor's authorized interface with the Government Contracting Officer (CO), the Contracting Officer's Representative (COR), Government management personnel and customer Agency representatives.

Rate Range for this position is $135,000.00 - $170,000.00. The compensation for this role is commensurate with experience.


Duties & Responsibilities

Technical Program Management

  • Provide overall management, planning, coordination, technical direction, and surveillance of activities necessary to ensure that the proper resources are available and allocated, and that required reports and documentation are prepared
  • Provide specific recommendations for continual improvement of environmental programs (for example, benchmarking similar sites and industries, documenting and/or streamlining existing processes, creating and documenting new processes, incorporating information technology tools, partnering with other internal and/or external organizations, increasing communication and coordination between organizations)
  • Review and submit technical, administrative, contract, and financial management reports
  • Secure and manage subcontractors as needed and work with Straughan Home Office to ensure proper contract execution
  • Manage the interface with the hazardous-waste teaming partner (scope, schedule, deliverables, and compliance) and coordinate issue resolution with the Government and internal stakeholders.
  • Coordinate with technical leads and prepare and submit scope/cost estimates for additional tasks to be performed on the contract
  • Review Monthly invoices and ensure they are accurate and submitted in a timely manner
  • Ensure worksite safety policies are followed
  • Ensure quality and compliance: standards, process discipline, audits/documentation, and regulation/policy adherence

Meetings and Coordination

  • Provide excellent customer service (finding ways to better serve customers' individual needs and creating an atmosphere of cooperation and friendliness)
  • Work with Straughan Home office as needed to resolve issues and bridge any contract gaps
  • Meet with Straughan executive team every other week for budget updates and project reviews
  • Meet with Straughan JSC team on a weekly basis to discuss contract updates, scheduling and upcoming issues
  • Meet with the Contract Officer (CO) and/or Contract Officer Representative (COR) as needed to keep the Government informed of ongoing operations and any problems or issues associated with meeting the requirements of all tasks
  • Work with internal personnel and resolve any issues (compliance and personnel)
  • Ensure that appropriate staff attend meetings, seminars, and other administrative functions
  • Communicate effectively and keep leadership and stakeholders informed, escalate risks so decisions can be made early
  • Prepare and present contract status updates at monthly Contract Officer (CO)/Contract Officer Representative (COR) meetings
  • Facilitate preparation and presentation of quarterly contract highlights for internal Straughan companywide staff meetings.

Straughan JSC Team Management

  • Provide performance management of the JSC team staff: set expectations, give feedback, complete reviews, and addresses issues promptly
  • Manage staffing plans, hiring, onboarding, workload balancing, and vendor/contractor oversight (if applicable).
  • Support team professional development: coaching, mentoring, training plans, and career path/succession planning
  • Build a healthy culture: psychological safety, inclusion, collaboration norms, and conflict resolution

Business Development and Marketing Activities

  • Participate in and contribute to capture planning meetings
  • Support proposal development by drafting and coordinating technical and management content, compiling required inputs, and supporting final proposal production and submission (as needed)
  • Identify and communicate upcoming business development opportunities (e.g., recompetes, option years, and related pursuits) by coordinating with internal capture leads and relevant stakeholders


Requirements

Qualifications

Education: Bachelor's degree in Environmental Science, Chemistry, Environmental/Chemical/Civil/Mechanical Engineering

Experience: Minimum of 10 years of related technical experience and 5 years of management experience (ideally at a large Federal facility)


Desired Qualifications

  • Master's degree in Business Management preferred
  • P.E Certification
