Under general supervision, perform a variety of moderately complex engineering and technical tasks in support of the City of Georgetown's Electric Utility's Supervisory Control and Data Acquisition systems (SCADA). Exercises judgment within defined methods, procedures, and practices.

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. This is not a comprehensive listing of all functions and duties performed by incumbents of this class; employees may be assigned duties that are not listed below; reasonable accommodations will be made as required. The job description does not constitute an employment agreement and is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:
  • Supports 24/7 real-time control system integrity and ensures the highest operational reliability and system availability. This requires after-hours on-call support to meet the response requirements for restoring the mission-critical systems.
  • Assists with the daily operation and maintenance of the SCADA Systems, leads the daily maintenance to accomplish the best system performance; communicates with dispatchers, engineers, and field crews; performs troubleshooting, problem analysis, and resolution as required.
  • Configures and programs process control applications (Human Machine Interfaces), Real-Time Automation Controllers (RTAC), Remote Terminal Unit (RTU) functions, Radio systems, Reporting systems, Communication drivers, and Data Historian.
  • Performs software updates/patches to SCADA applications to address cybersecurity vulnerabilities.
  • Coordinates and analyzes the real-time control system user's request; develops and implements enhancements or modifications requested in a timely manner. Communicates activity status to customers and management.
  • Enforces security policies and procedures by administering and monitoring data security profiles within SCADA applications
  • Reviews and evaluates SCADA data to support monitoring and optimization of electric operations.
  • Compiles, analyzes, and translates historical system data into reports for various electric teams.
  • Conduct field inspections of RTU/RTAC systems.
  • Writes technical and business documentation (including SOPs and training manuals).
  • Maintains stock and parts inventories and documentation for all systems.
  • Assists Electric Substation/Relay team with field troubleshooting, operation-ready testing, and acceptance testing.
  • Assists Operational Technology network team with maintaining SCADA communication hardware and networks.
  • Supports efforts to keep up with the latest developments in the electric utility to follow North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Electric Reliability Council of Texas and ERCOT other regulatory requirements.
  • Other related duties may be assigned.

MINIMUM QUALIFICATIONS:
Education, training, and Experience Guidelines
Graduation with a bachelor's degree from an accredited college or university with major course work in a field related to Electronics, Electrical Engineering, Control Systems Engineering, Computer Science, Information Systems, or Mathematics plus two (2) years in a field related to SCADA or process control OR additional education or experience may substitute for the minimum qualifications.
Responsibilities - Supervisor and/or Leadership Exercised:
May provide leadership, work assignments, evaluation, training, and guidance to other SCADA staff
REQUIRED EXPERIENCE:
Must possess the required knowledge and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of electrical theory, operation, and testing.
  • Knowledge of communications protocols such as Modbus, DNP3, and TCP/IP.
  • Knowledge of Human Machine Interface (HMI) software.
  • Knowledge of Schweitzer Engineering Laboratories (SEL) RTAC configuration and associated devices.
  • Knowledge of RTU/RTAC programming using Function Block Diagram (FBD), Structured Text (ST), and Ladder Logic (LD).
  • Knowledge of measurement instrumentation, calibration procedures, and troubleshooting techniques.
  • Knowledge of IP network design.
  • Knowledge of cybersecurity principles and practices.
  • Knowledge of fiber optic networks.
  • Knowledge of communication systems.
  • Knowledge of SCADA equipment firmware updates and patching processes.
  • Knowledge of data historian systems and reporting tools.
  • Knowledge of FCC and OSHA regulations, NEC, and NESC as applicable.

PREFERRED EXPERIENCE:
  • Experience designing, programming, and troubleshooting process control systems from HMI to field devices.
  • Experience programming RTACs and RTUs using SEL software.
  • Experience configuring, installing, troubleshooting, and maintaining process control equipment, including servers and workstations.
  • Experience developing and modifying SCADA databases and HMI screens.
  • Experience installing and maintaining serial, Ethernet, and wireless communication networks.
  • Experience using SCADA systems and related software (Microsoft Office, SEL AcSELerator, SEL Compass, Survalent applications, Data Historians and Report generation).
  • Ability to read, interpret, and analyze technical documents (drawings, diagrams, manuals, regulations).
  • Ability to create and maintain accurate records and reports.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to follow oral and written instructions.
  • Ability to follow workplace rules, policies, and procedures.

LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class "C" Texas driver's license required. Out-of-state license holders must have a valid license and provide a three-year driving history.

EMPLOYMENT TESTING
Employment is contingent on passing post-offer, pre-employment drug testing, criminal background investigation, fingerprinting, and a driving record check.
This position requires after-hours on-call support to meet the response requirements for restoring mission-critical systems.
Hiring Range: $44.20 - $55.37, hourly.
