Summary
Senior Software Asset Management (SAM) Analyst | Vendor & Technology Governance
This role helps APS make smart, responsible decisions about the technology that powers our business and serves our communities. As a Senior Software Asset Management Analyst, you'll ensure that software and cloud investments deliver real value-balancing cost, compliance, and innovation. Your work supports APS's mission by strengthening technology governance, reducing risk, and enabling teams to use modern tools efficiently and responsibly, so we can continue to deliver reliable energy and plan confidently for the future.
What Your Day Would Be Like:
  • Proven experience negotiating complex software agreements and managing enterprise Licensing
    compliance with large publishers such as Microsoft, IBM and Oracle.
  • Guide enterprise-wide software asset management across cloud, SaaS, and on-premise platforms, helping APS get the most value from its technology investments.
  • Partner with IT, Procurement, Finance, Security, and business leaders to shape vendor strategies, licensing approaches, and long-term technology decisions.
  • Lead vendor renewals and negotiations with major providers, identifying cost savings while managing contractual and compliance risk.
  • Use ServiceNow SAM/ITAM and CMDB data to spot trends, uncover underused assets, and improve visibility across the software portfolio.
  • Support audit readiness and compliance by keeping licensing, contracts, and governance documentation accurate and aligned.
  • Drive continuous improvements through automation, reporting, and process enhancements that strengthen APS's technology governance maturity.

Who We're Looking For:
  • Experience leading Software Asset Management, IT Asset Management, or vendor governance in a large, complex enterprise environment.
  • Strong knowledge of enterprise software licensing and consumption models across vendors like Microsoft, Oracle, IBM, Adobe, Salesforce, or cloud platforms.
  • Hands-on experience with ServiceNow SAM/ITAM, including entitlement tracking, lifecycle management, and CMDB utilization.
  • Proven ability to manage software compliance, audits, renewals, and vendor negotiations with confidence and credibility.
  • Strong analytical and financial skills, with experience in spend analysis, forecasting, and cost optimization.
  • A collaborative, forward-thinking professional who communicates clearly, influences stakeholders, and aligns with the APS Promise of designing for the future and succeeding together.

Minimum Requirements
Senior Software Asset Management (SAM) Analyst | Vendor & Technology Governance
  • Bachelors' degree in Information Technology or related field
  • AND five (5) - eight (8) years of prior relevant experience or equivalent combination of education and directly related experience.
  • Requires strong technical knowledge within a job area or system and basic knowledge across related technical areas
  • Knows licensing deeply, not generically.

Preferred Special Skills, Knowledge or Qualifications
  • Familiarity with Microsoft and Oracle heavy environments
  • Familiarity with ServiceNow Software Asset Management
  • Software Asset Manager Certification
  • Knowledge of technology asset life cycle management processes and supporting tools and services
  • Understanding of IT business continuity, cybersecurity, integrated risk management and optimization methodologies as they apply to technology contracts
  • Excellent presentation, written and verbal communication skills
  • Financial and Budget Acumen
  • Demonstrated contract negotiation skills

Major Accountabilities
1) Directly contributes to the establishment and implementation of hardware and software acquisition, protection, maintenance and retention policies, standards and procedures aligned with IT standards and strategy
2) Investigates hardware and software products of a complex nature; evaluates and recommends products based on available metrics, intended usage and financial impact
3) Coordinates with the procurement function and project teams to select, negotiate, and track software & hardware maintenance investments
4) Gather complex data on, and provide analysis of, activities that have an impact on the value, cost and risk of technology assets
5) Ensure accurate and timely reporting, and that data completeness and quality issues are quickly identified and escalated to the responsible data or process owners
6) Identify and report on compliance to IT Asset Management policies, recommend and track remedial action
7) Analyzes new technology investments & advises on contract structure, content and financial modeling
