This leadership position is responsible for overseeing program operations, coordinating multidisciplinary teams, managing project execution, and ensuring the successful delivery of mission-critical healthcare and operational support services. The Program Manager serves as the primary point of contact for government stakeholders and provides strategic leadership to ensure contract performance, operational excellence, and customer satisfaction.

Contract Overview
The Program Manager oversees the successful execution of operational, administrative, and technical support services provided to the United States Air Force School of Aerospace Medicine (USAFSAM). This position provides leadership for contract personnel, coordinates program activities, monitors performance, and serves as the primary liaison between Avosys and Government leadership to ensure mission success and high-quality service delivery.
Position Summary
The Program Manager is responsible for planning, organizing, directing, and evaluating program operations supporting military healthcare education and operational readiness. This individual leads multidisciplinary teams, manages project schedules, oversees resource allocation, monitors program performance, resolves operational issues, and ensures compliance with contract requirements and organizational policies. The role requires strong leadership, communication, and project management skills while maintaining close collaboration with Government stakeholders and internal support teams.
Minimum Qualifications
  • Bachelor's degree in Business Administration, Healthcare Administration, Public Administration, Project Management, Management, or a related field.
  • Minimum five (5) years of progressively responsible program or project management experience.
  • Minimum three (3) years of supervisory or leadership experience managing multidisciplinary teams.
  • Experience managing government, healthcare, military, or large organizational programs.
  • Demonstrated experience planning, organizing, directing, and evaluating operational activities.
  • Experience developing and monitoring project schedules, budgets, staffing plans, and performance metrics.
  • Strong knowledge of project management principles and organizational leadership.
  • Experience preparing executive reports, briefings, presentations, and performance documentation.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong organizational, analytical, and problem-solving abilities.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, PowerPoint, and Teams.
  • Ability to manage multiple priorities in a fast-paced environment while meeting deadlines.

Preferred Qualifications
  • Master's degree in Business Administration (MBA), Healthcare Administration (MHA), Public Administration (MPA), Project Management, or a related discipline.
  • Project Management Professional (PMP) certification.
  • Experience supporting Department of Defense (DoD), Air Force, or Federal Government contracts.
  • Experience managing healthcare, education, or military training programs.
  • Knowledge of military organizational structures and government contracting environments.
  • Experience leading geographically dispersed or multidisciplinary teams.
  • Familiarity with continuous process improvement methodologies and performance management practices.

Essential Duties and Responsibilities
  • Provide overall leadership and management of contract operations supporting USAFSAM.
  • Serve as the primary point of contact between Avosys and Government leadership.
  • Plan, organize, coordinate, and oversee daily program operations to ensure successful contract performance.
  • Lead, supervise, mentor, and evaluate contract personnel while fostering a collaborative and high-performing team environment.
  • Develop and monitor project schedules, staffing plans, work assignments, and resource allocation to ensure timely completion of program objectives.
  • Coordinate activities across multidisciplinary teams supporting education, training, research, and operational programs.
  • Monitor program performance, identify risks, and implement corrective actions to maintain quality, schedule, and customer satisfaction.
  • Prepare and present executive briefings, status reports, performance metrics, and other program documentation for Government leadership.
  • Facilitate meetings with Government stakeholders, internal leadership, subcontractors, and support personnel.
  • Ensure compliance with contract requirements, organizational policies, applicable federal regulations, and customer expectations.
  • Support continuous process improvement initiatives that enhance operational efficiency and service delivery.
  • Resolve operational issues, staffing challenges, and customer concerns in a timely and professional manner.
  • Coordinate onboarding, workforce planning, and personnel transitions to ensure uninterrupted mission support.
  • Maintain effective communication with Government representatives regarding program status, milestones, risks, and deliverables.
  • Promote a culture of professionalism, accountability, customer service, and operational excellence.
