Job description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a HR Manager (Lifecycle & Technical Recruiting) based in Netherlands.

This role is a high-ownership, builder-style position responsible for creating and operating the full people infrastructure within a fast-scaling, remote-first organization. It combines end-to-end lifecycle HR leadership with full-cycle recruiting across both business and technical roles, including engineering and AI/ML hiring. The successful candidate will play a foundational role in designing onboarding, performance management, compliance, and compensation frameworks from the ground up. At the same time, they will own the entire recruiting function, ensuring strong hiring outcomes without reliance on external agencies. This is a highly autonomous role requiring speed, judgment, and comfort operating in ambiguity. It is ideal for someone who thrives in early-stage environments where structure must be created, not followed.

Accountabilities:
  • Design, implement, and manage the full employee lifecycle including onboarding, offboarding, performance management, and employee experience processes
  • Build and maintain HR policies, documentation, and compliance frameworks suitable for a global remote workforce
  • Coordinate international payroll, contractor agreements, and employment compliance across multiple regions
  • Establish performance management systems aligned with measurable outcomes, accountability, and business objectives
  • Serve as the primary HR point of contact for employee relations, internal queries, and people operations support
  • Partner with leadership on organizational design, workforce planning, and compensation strategy
  • Own full-cycle recruitment across all roles, including technical hiring for engineering and AI/ML positions
  • Source, screen, and evaluate technical talent independently without reliance on external agencies
  • Design structured interview processes, scorecards, and hiring workflows to improve hiring signal and consistency
  • Manage and optimize the recruiting pipeline using ATS tools such as Greenhouse
  • Continuously improve hiring processes to ensure efficiency, quality, and alignment with company growth needs
Requirements:
  • Proven experience building HR and people operations functions in early-stage or high-growth startup environments
  • Strong background in lifecycle HR, including onboarding, performance management, compliance, and employee relations
  • Demonstrated success in full-cycle recruiting across both non-technical and technical roles (engineering, AI/ML preferred)
  • Hands-on experience using Greenhouse or similar ATS platforms, including workflow configuration and optimization
  • Strong understanding of global remote workforce management, including compliance and contractor arrangements
  • Ability to confidently engage with technical stakeholders and screen engineering candidates effectively
  • Excellent organizational and operational skills with the ability to work in fast-moving, ambiguous environments
  • Strong communication skills in English, with the ability to operate effectively in cross-functional, distributed teams
  • Experience using AI tools to enhance productivity and improve recruiting or HR workflows is highly valued
