Job Description: Federal Program Manager
Constellation, Inc. is seeking an accomplished Federal Program Manager to lead the Federal Emergency Management Agency (FEMA) Acquisition Support Services Program. The Federal Program Manager serves as the Contractor's single point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR) and provides executive leadership, technical direction, and overall accountability for contract performance supporting the FEMA Office of the Chief Component Procurement Officer (OCCPO). The PM is responsible for managing the successful execution of acquisition and procurement support services across the full acquisition lifecycle in support of steady-state and disaster-response requirements. This includes acquisition planning and strategy, market research, Independent Government Cost Estimates (IGCEs), cost and price analysis, solicitation and source selection support, contract administration, acquisition policy development, coaching and workforce training, acquisition data analytics, executive reporting, and knowledge transfer activities.
Key Responsibilities:
  • Serve as the primary interface with the FEMA CO and COR and provide executive leadership for all contract activities.
  • Direct, organize, coordinate, and oversee the planning, execution, quality assurance, and delivery of all task order activities supporting FEMA acquisition operations.
  • Lead multidisciplinary acquisition support teams providing pre-award, post-award, acquisition policy, reporting, training, and transition support across FEMA Headquarters and Regional Offices.
  • Manage acquisition management activities including developing and monitoring Integrated Master Schedules (IMS), project plans, performance metrics, quality objectives, and risk registers to ensure timely delivery of all contractual requirements.
  • Oversee the development, review, and quality of acquisition documentation including Statements of Work (SOWs), Statements of Objectives (SOOs), Performance Work Statements (PWSs), Performance Requirements Summaries (PRSs), Quality Assurance Surveillance Plans (QASPs), IGCEs, solicitation packages, contract modifications, and contract closeout documentation.
  • Provide executive oversight of acquisition policy support, including policy analysis, development of guidance, stakeholder coordination, implementation of acquisition regulations, and responses to Government Accountability Office (GAO), Office of Inspector General (OIG), congressional, and other oversight inquiries.
  • Direct acquisition coaching, awareness, and workforce training initiatives through instructor-led, virtual, and self-paced training while promoting acquisition best practices, lessons learned, and workforce development.
  • Lead acquisition data analytics and reporting activities by overseeing dashboard development, performance metrics, automation initiatives, data visualization, business intelligence reporting, trend analysis, and executive briefings that support informed acquisition decisions.
  • Manage onboarding, knowledge transfer, transition planning, and transition-out activities to ensure uninterrupted mission support and effective transfer of program knowledge to successor contractors or the Government.
  • Identify program risks, implement mitigation strategies, resolve technical and operational issues, and recommend continuous process improvements supporting acquisition excellence./
  • Manage program financial performance through forecasting, budgeting, expenditure tracking, variance analysis, resource planning, and corrective actions to ensure effective contract execution.
Qualifications:
  • Bachelor's degree
  • Minimum 10-15 years of progressively responsible experience managing complex federal acquisition and procurement support programs, task orders, or multi-functional contracts.
  • Demonstrated experience managing technical, financial, schedule, and operational performance for Federal acquisition support programs.
  • Extensive knowledge of the Federal Acquisition Regulation (FAR), Homeland Security Acquisition Regulation (HSAR), Homeland Security Acquisition Manual (HSAM), FEMA Acquisition Manual (FAM), DHS Acquisition Life Cycle Framework (ALF), Acquisition Review Process (ARP), and Federal acquisition policies and procedures.
  • Advanced proficiency with Microsoft Office Suite, Microsoft Visio, SharePoint, InfoPath, ServiceNow, Power BI, and other web-based collaboration and SaaS platforms.
  • Excellent written and verbal communication skills, including preparing executive briefings, acquisition documentation, strategic recommendations, and senior leadership presentations.
