Job Description:
Parsons is looking for an amazingly talented Senior Resident Engineer to join our team! In this role you will get to work on the premier Infrastructure project in the US.
Program background
The Gateway Program is the most urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.
We are seeking a Senior Resident Engineer with over 15 years of progressive experience to join our construction management team. The successful candidate will leverage extensive technical expertise in municipal infrastructure, including water and sewer systems as well as water and wastewater treatment facilities, to oversee and manage capital improvement projects.
What You'll Be Doing:
  • Oversee daily construction activities and Resident Engineering Inspection responsibilities
  • Conduct technical reviews of construction plans, specifications, and project changes to ensure constructability and practicality
  • Ensure staff safety, regulatory compliance, permit adherence, and effective coordination with regulatory agencies
  • Monitor contractor performance, schedule adherence, and overall effectiveness
  • Influence contractors to meet project objectives related to cost, schedule, and quality standards
  • Administer the contractor payment process and recommend appropriate adjustments based on completed work
  • Demonstrate strong oral and written communication skills to guide project progress, maintain safety standards, adhere to scheduling requirements, and facilitate meetings with contractors, clients, local agencies, and community stakeholders.
  • 4-year Bachelor of Science degree in Civil Engineering and/or Construction Management with adequate course work experience on Heavy Civil and Structural elements to demonstrate sufficient knowledge of geotechnical principles and practices, soil and rock mechanics and testing, and construction methods (a Master's degree in Civil Engineering is preferred)

What Required Skills You'll Bring:
  • Minimum of 15 years experience in Construction Contract Administration of related work experience preferably in northern New Jersey/NYC area
  • EIT (Engineer-in-Training) certification (a Professional Engineer registration in State of New Jersey or ability to obtain PE registration is preferred)
  • Familiarity with commercially available geotechnical programs for design of deep and shallow foundations, support of excavation systems and slope stability such as LPILE, GROUP, FB-MultiPier, Slope-W, Seep-W, DeepEx, Plaxis, Settle3D, etc.
  • Familiarity with commonly used geotechnical manuals and publications
  • Familiarity with AASHTO, NJDOT and Amtrak Standards
  • Good written and verbal communication skills
