Position Title: Knowledge Management Analyst National Guard Bureau (NGB)

Location: Herbert R. Temple Jr. Army National Guard Readiness Center (TARC), 111 South George Mason Drive, Arlington, VA

Position Overview

INTECON is seeking a Knowledge Management (KM) Analyst to support the National Guard Bureau (NGB) Knowledge Management Program across the National Guard Enterprise (NGE), which spans the NGB (Army National Guard, Air National Guard, and the Joint Staff) and the National Guard commands across the 54 States, Territories, and the District of Columbia. The NGE KM Program is in the early stages of a multi-year (35 year) development and maturity effort supporting an enterprise workforce of approximately 335,000 personnel.

The KM Analyst applies enterprise KM principles to strengthen knowledge capture, organization, accessibility, governance, reuse, and knowledge-enabled decision support across the NGE. Working in complementary partnership with Enterprise SharePoint Services Representatives (ESSRs), the Analyst supports KM governance, information architecture, knowledge product development, maturity assessments, training, and enterprise coordination in accordance with CNGBI 5002.01, NG Knowledge Management Program, and applicable DoD, Joint, Army, and Air Force KM doctrine. Work is performed on-site at the Herbert R. Temple Jr. Army National Guard Readiness Center in Arlington, VA.

Roles and Responsibilities

  • Perform KM program management activities in accordance with CNGBI 5002.01, applicable Microsoft 365 governance, and established NGB KM methodologies, including attending collaboration meetings and providing meeting minutes.
  • Coordinate and administer the KM Program Maturity Model Assessment to appointed Directorate KM Representatives (KMRs), review submissions for accuracy and completeness, re-task incomplete assessments with corrective guidance, and recommend enterprise assessment improvements.
  • Develop, maintain, track, and continuously update KM program metrics; incorporate metrics into the KM Performance Tracker and NGB/KM dashboards; and contribute metrics snapshots to the Monthly Status Report (MSR).
  • Support the development, coordination, and publication of enterprise KM governance products, including the NGB Strategic Calendar, KM Battle Rhythm, KM Campaign Plan, and the NGB KM Instruction and Manual (KM Doctrine).
  • Facilitate development of the NGB Communications Plan and produce KM communications products such as newsletters, executive summaries, white papers, briefings, SharePoint pages, and multimedia.
  • Capture subject-matter-expert knowledge through interviews, after-action reviews (AARs), and lessons-learned sessions, and convert tacit and explicit knowledge into validated, findable, reusable knowledge assets.
  • Develop KM knowledge products such as knowledge maps, knowledge flows, expert directories, swim lanes, SIPOC diagrams, and RACI/VENN models to document knowledge movement across the enterprise.
  • Maintain enterprise knowledge repositories and apply content lifecycle standards (metadata, taxonomy, content types, version control, retention, and archival/disposition) within SharePoint Online 365.
  • Plan, organize, and conduct recurring knowledge-sharing events (workshops, seminars, roundtables, and briefings) and facilitate Communities of Practice (CoPs) to support continuous learning across the enterprise.
  • Provide administrative, logistical, and facilitation support to KM governance bodies, including the Knowledge Management Officer Working Group (KMOWG) and the Knowledge Management Representative Working Group (KMRWG), including agendas, pre-reads, 7-Minute Drills, minutes, decisions, and action items.
  • Assess selected decision processes and develop standardized business rules, decision matrices, and workflow diagrams; maintain the Consolidated Issues List and prepare situational-awareness briefings for leadership.
  • Apply baseline SharePoint Online (365) proficiency (lists, libraries, sites, permissions, and content organization) to support KM governance, information architecture alignment, and coordination with ESSRs.

Required Clearance Level

  • Active Secret security clearance.

Required Qualifications

  • At least five (5) years of demonstrated experience applying enterprise KM principles, including knowledge flow analysis, knowledge lifecycle management, knowledge architecture alignment, metadata/taxonomy application, knowledge product development, knowledge stewardship, and KM governance support.
  • Demonstrated experience supporting KM governance structures; conducting KM maturity assessments; developing KM recommendations; enabling cross-functional knowledge sharing and Communities of Practice; delivering KM training and curriculum using LMS platforms; managing stakeholder engagements; gathering KM business requirements; and applying structured KM lifecycle methodologies such as Assess, Design, Develop, Pilot, and Implement (ADDPI).
  • Basic proficiency with SharePoint Online (365), including lists, libraries, sites, permissions, and content organization.
  • Must possess at least one (1) of the following: Knowledge Management Institute (KMI) Certified Knowledge Manager (CKM) or Certified Knowledge Specialist (CKS); American Productivity & Quality Center (APQC) Certified Knowledge Manager; US Army KM Qualification Course (KMQC); Air Force KM Air Force Specialty Code (AFSC 3A0XX/3D0XX); or a bachelor's or higher degree in Organizational Learning or Library Science.

Required Education

  • A bachelor's or higher degree in Organizational Learning or Library Science satisfies this requirement. Alternatively, the requirement may be met through one of the certifications listed under Required Qualifications (KMI CKM or CKS, APQC Certified Knowledge Manager, US Army KMQC, or Air Force KM AFSC 3A0XX/3D0XX).
