Job description

As the Proposal Manager, you will independently manage complex proposals for federal contracts, including with agencies such as the Department of State, Department of Defense, and Department of Homeland Security, spanning services, training, IT, facilities, and base services proposals from inception through submission with minimal oversight. This role requires a self-directed proposal professional who can take full ownership of moderate to complex documentation tasks and projects, working with subject-matter experts to gather technical information and independently design and manage proposals (technical, management, past performance, and cost volumes). In collaboration with the capture manager, operational managers, and cross-functional teams, you will develop proposals and recommend overall approaches for proposal frameworks to customer requirements. As needed, this person will also create and submit responses to government Requests for Information (RFIs) and Sources Sought Notices (SSNs).

This is a remote position; however, candidates based in the Huntsville, Alabama area are preferred and may be asked to work from our Business Development office on an as-needed basis.

Salary will be determined based on the candidate’s experience, qualifications, and location.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Manage all phases of the proposal process from inception to award to selected efforts.
  • Independently lead and manage the full proposal lifecycle from inception to submission with minimal supervision, exercising sound judgment on approach, structure, and content decisions.
  • Interpret the RFP to provide consistent guidance to proposal team members.
  • Use AI tools to check proposal compliance, highlight proposal strengths, conduct preliminary evaluation reviews, and identify gaps against solicitation requirements.
  • Use AI prompts to generate proposal content and graphics, verifying accuracy and quality before incorporating the output into the proposal.
  • Develop original graphics concepts and create professional proposal graphics using tools such as PowerPoint, Photoshop, and Illustrator.
  • Determine the appearance and layout of each proposal document.
  • Develop outlines and timelines for proposal efforts based on coordination with the Business Development and Operations teams.
  • Determine writing, editing, cost estimating, and graphics development deadlines, and prepare schedules outlining authors and timelines.
  • Coordinate and track all proposal team writing, editing, cost development, and graphics development, including assigning writing tasks to subject matter experts and following up on action items.
  • Correspond with government contracting officers and submit all official documentation for proposals.
  • Develop and distribute templates for writers with detailed instructions and prompts.
  • Review and edit all proposal documentation for grammar, accuracy, organization, and spelling.
  • Work with the cost proposal manager to incorporate the staffing plan and pricing elements into the technical proposal.
  • Partner with the pricing team to review price files for compliance with RFP requirements and ensure consistency between the technical and cost volumes.
  • Work with SMEs in obtaining technical approach and other specific supporting data for responding to RFP sections.
  • Search and leverage the proposal repository and contract library on SharePoint as a basis of content for proposal responses, including technical approaches, past performance references, resumes, and prior proposal archives.
  • Update past performance database through regular contact with site operations.

EXPERIENCE, EDUCATION AND LICENSURE:

Required:

  • Bachelor's degree preferred.
  • 8+ years of experience managing proposals for large-scale contracts ranging from $10M to $200M, working in a Business Development environment.   
  • Familiarity with SAM.gov, PIEE, and eBuy.
  • Be hands-on and thoroughly familiar with full life cycle federal proposal processes.
  • Demonstrated ability to work independently and manage multiple concurrent proposal efforts with minimal day-to-day direction.
  • Experience with AI prompting and/or using AI tools.
  • Proficient in Microsoft Office Suite.

Preferred:

  • Experience using AI-enabled proposal development tools, including creating effective prompts to accelerate content drafting, compliance review, and research, while verifying accuracy before submission.
  • Experience supporting set-aside proposal efforts, including Small Business, 8(a), and HUBZone.
  • Shipley proposal management training preferred.

KNOWLEDGE SKILLS AND ABILITIES:

  • Fundamental working knowledge of Microsoft programs such as Word, Excel, and PowerPoint.
  • Familiarity with FAR/DFARS requirements and how they apply to proposals, evaluations, and set-aside
  • Ability to communicate information and ideas in writing or speaking, so others will understand.
  • Strong professional email etiquette, including clear, timely, and courteous written communication with team members, subject matter experts, and government contracting officers.
