We seek a proactive and driven Technical Program Manager who thrives in fast-paced, client-centric environments to lead day-to-day delivery of the Marketing Data Layer build, a foundational data platform initiative within our client's Customer 360 program.
Job Overview:
The Technical Program Manager will own day-to-day delivery of the Marketing Data Layer build across a 22-person distributed team spanning onshore leads and nearshore execution pods. This role is critical in ensuring seamless execution, managing risks, and fostering collaboration across four delivery pods. The ideal candidate is both a strategic thinker and a hands-on executor, able to navigate complexity, drive clarity, and deliver against milestones.
A consultative mindset is key: you'll be expected to work closely with stakeholders to understand their goals, translate business needs into actionable plans, and guide them through delivery with confidence and transparency.
You will:
  • Drive sprint planning, execution, and retrospectives for the four delivery pods, with full accountability for outcomes.
  • Manage cross-team dependencies with the CDP RFP workstream, legacy data teams, and Servicing stakeholders, holding them accountable to commitments.
  • Track delivery against milestones: AWS-based ingestion pipelines, identity resolution MVP, the curated data model layer, and platform infrastructure supporting 18 marketing data domains.
  • Navigate ambiguity with confidence, translating unclear requirements into structured plans.
  • Scope and plan workstreams across the blended 22-person team balancing delivery speed, quality, and client priorities.
  • Provide day-to-day guidance and direction to the distributed onshore and nearshore pods, removing roadblocks and maintaining momentum.
  • Identify delivery risks early across the build (technical, dependency-related, and resourcing) and develop mitigation strategies
  • Deliver clear, regular status communication, including milestone progress, risk posture, and dependency health.
  • Champion a culture of ownership, proactivity, and continuous improvement.
  • Apply industry-standard project management methodologies (Agile/SCRUM, Waterfall) to fit the needs of each engagement.
  • Create and maintain project documentation including RACI, RAID, project plans, status, communication plans, etc.
  • Build trusted relationships with client and internal stakeholders through a consultative approach: understanding needs, framing solutions, and ensuring alignment at every stage of the project lifecycle.
  • Manage contractor onboarding, knowledge transfer, and vendor coordination

Qualifications
Required Skills:
  • 8+ years of experience in technical program management, including 3+ years managing data engineering teams.
  • Proven track record of delivering data platform builds end-to-end, with full ownership of outcomes across ingestion, modeling, and infrastructure workstreams.
  • Excellent stakeholder management and communication skills
  • Strong client engagement skills: ability to build trust, navigate challenges, and communicate with impact.
  • High sense of urgency and proactivity
  • Comfortable operating with high levels of autonomy and accountability.
  • Skilled in managing competing priorities, navigating ambiguity, and driving alignment across stakeholders.
  • Experience managing distributed teams across onshore and nearshore time zones, with a collaborative mindset and a bias toward action and results.
  • Experience with Agile/SCRUM, Waterfall, and hybrid delivery methodologies in the context of data platform builds.
  • Ability to travel to client sites when needed

Preferred Skills:
  • Certifications such as SCRUM, PMP, or Certified AI Project Manager.
  • Experience delivering AWS-based data platforms (ingestion pipelines, identity resolution, curated data models) and familiarity with marketing data domains and CDP integrations

The starting pay range for this role is $80/hr to $85/hr . Actual compensation within the range will be dependent on several factors including but not limited to relevant experience, skills, certifications, training, and location. It is not typical for an individual to be hired at or near the top of the range and determining factors for compensation are considered for each individual circumstance.
