Nationwide IT Services (NIS) is a trusted federal contractor delivering mission-focused solutions across civilian and defense agencies. NIS is seeking an experienced Program Manager for a potential opportunity to support the U.S. Geological Survey (USGS) Science and Technical Support Services program supporting the Mid-Continent Region, Water Mission Area, National Water Quality Laboratory, and Earth System Processes Division.Position Overview
The Program Manager will serve as the primary interface between NIS and USGS leadership, ensuring the successful execution of task orders supporting scientific research, water resources management, environmental monitoring, geospatial services, laboratory operations, data management, and technical project support activities. This role requires strong federal program management experience, demonstrated knowledge of USGS operations and mission areas, and the ability to manage distributed teams supporting complex scientific and technical initiatives.Key Responsibilities
Provide overall management, direction, and supervision of contractor personnel supporting USGS task orders and serve as the primary liaison between NIS and USGS stakeholders, including Contracting Officers, CORs, and Task Order Managers. Ensure successful execution of all contract requirements, deliverables, schedules, quality standards, and performance objectives. Organize, coordinate, and manage contractor support activities across multiple workstreams while developing and maintaining program management processes, reporting structures, and operational procedures.
Review and analyze task order requirements; develop staffing approaches, labor mixes, level-of-effort estimates, schedules, and cost estimates; and monitor contract performance, risks, milestones, deliverables, and funding. Lead recruitment, hiring, onboarding, retention, performance management, and professional development efforts for program personnel. Build and maintain strong customer relationships, support mission priorities across USGS natural resources and water science programs, facilitate communication between technical teams and government leadership, and lead program reviews, executive briefings, and status meetings.
Ensure compliance with contract requirements, federal regulations, security requirements, and quality control standards while maintaining accurate documentation, reporting, and financial oversight.Required Qualifications
  • Bachelor's degree in business, Program Management, Environmental Science, Natural Resources, Geology, Hydrology, Biology, Information Systems, Engineering, or a related field.
  • Active Project Management Professional (PMP) certification.
  • 10+ years of program or project management experience supporting Federal Government contracts.
  • 5+ years managing large, multi-disciplinary federal programs, IDIQ contracts, or task-order-based programs.
  • Demonstrated experience supporting USGS programs, DOI programs, or closely related federal scientific organizations.
  • Strong knowledge of USGS organizational structure, Water Mission Area programs, natural resource management initiatives, environmental science programs, and federal contract management practices.
  • Experience managing geographically dispersed and remote teams.
  • Excellent communication, leadership, organizational, and financial management skills.
Clearance Requirements
  • Must be able to successfully obtain and maintain a USGS/Department of the Interior (DOI) suitability determination.
  • Must be a U.S. Citizen.
Preferred Qualifications
  • Experience supporting USGS Mid-Continent Region (MCR), Water Science Centers, National Water Quality Laboratory (NWQL), Earth System Processes Division (ESPD), or other DOI scientific organizations.
  • Experience supporting scientific, technical, environmental, laboratory, geospatial, or research-focused contracts.
  • Familiarity with CPARS, federal quality assurance programs, and task order management.
  • Advanced degree in a related field.
