Licensed Professional Engineer — Civil / Structural

Engagement Type - Independent Contractor (1099)

Location - Remote with site inspection travel as task order requires

Rate - $220 per hour (consultant direct rate or teaming firm rate)

Essential Healthcare Solutions LLC is supporting Pinnacle Solutions & Consulting Group (PSCG), an SBA-Certified Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in New Braunfels, Texas, in its search for motivated, solution-driven team players eager to embrace the responsibilities of working in a dynamic and professionally rewarding environment.

PSCG accesses licensed Professional Engineering expertise through firm-to-firm teaming agreements with licensed A/E firms. These engagements support MSA task orders requiring structural assessments, engineering reviews, or design-adjacent deliverables.

Typical engagements involve structural damage assessments, FEMA Section 406 Hazard Mitigation engineering scoping, and technical review of Project Worksheets requiring engineering judgment.

Scope –

• Conduct structural damage assessments of buildings, bridges, and civil infrastructure.

• Scope Section 406 Hazard Mitigation engineering measures.

• Review and validate engineering elements of FEMA Project Worksheets.

• Prepare engineering reports with appropriate professional seals.

• Coordinate with prime contractor and applicant engineering teams.

Requirements –

• Active Professional Engineer (PE) license in good standing. Multi-state licensure preferred.

• Minimum ten (10) years of licensed practice in civil or structural engineering.

• Demonstrated experience with post-disaster damage assessment.

• Knowledge of applicable building codes, including IBC and seismic provisions.

• Professional liability insurance with minimum $2M per claim coverage.

• U.S. Citizenship.

Preferred Qualifications –

• Active Public Trust or Secret clearance.

• Structural Engineer (SE) licensure.

• Prior FEMA, USACE, or state emergency management engineering experience.

• Seismic retrofit or wind/flood assessment specialization.

• ATC-20 Post-Earthquake Safety Evaluation certification.

Engagement Terms –

• Engagement under PSCG Master Independent Consultant Agreement (individual practitioners) or executed Teaming Agreement (firm-level access).

• PSCG does not carry PE liability; the consultant or firm maintains its own professional liability coverage.
