Position Summary
If you are looking for a position where your work truly makes a difference in people's lives, Ramsey County Information Services is seeking a Power BI Developer/Support Engineer. As a senior technical specialist, you will be responsible for designing, developing, and advancing the County's enterprise cloud-based, self-service BI framework. You will develop and deliver enterprise reporting solutions and enable and empower cross-county report creators in delivering actionable insights that drive data-informed decisions for the Ramsey County resident facing services teams.
You will play a key role in shaping the county's BI roadmap, optimizing the technical environment, and modernizing reporting and visualization standards within a self-service analytics model. The ideal candidate is a collaborative, self-directed professional with strong communication skills who listens, engages, and partners with service teams to address data and reporting needs and bring deep expertise in Microsoft Power BI, SQL Server, and Azure data lake technologies.
In this role you will perform the following duties.
  • Serve as the County's Power BI subject matter expert, defining reporting standards and guiding scalable, high-value, cost-efficient use of the Power BI platform.
  • Lead enterprise Power BI governance by managing workspace taxonomy, dataflows, semantic models, deployment processes, and performance optimization to maintain a secure and scalable reporting ecosystem.
  • Drive continuous improvement by identifying automation opportunities, reducing manual reporting processes, advancing self-service analytics capabilities.
  • Develop and deliver intuitive, visually engaging dashboards and reports that transform complex data into actionable insights.
  • Mentor and develop informational materials report creators across the county by promoting best practices, consistent design patterns, and repeatable reporting solutions that strengthen organizational data literacy.

To provide advanced support, maintenance, and lifecycle management across Ramsey County's network and server infrastructure, desktop and mobile computing, or enterprise applications. This role is responsible for the installation, troubleshooting, automation, and optimization of on-prem, cloud and hybrid environments-identifying, evaluating, and integrating new hardware and software solutions to enhance performance and reliability focusing on collaboration in a service organization resolve complex issues and drive continuous improvement.

Flexible Workplace:

Examples of Work Performed
  1. Collaborate with vendors, leadership, and peers to diagnose issues; in collaboration with others prepare and share detailed recommendations and reports; and implement effective corrective actions to resolve related problems.
  2. Evaluate existing systems to identify and recommend automation and consolidation opportunities, and architect and execute implementation strategies to optimize efficiency and reduce complexity.
  3. Provide troubleshooting, resolution, operational and on-call emergency support for complex applications, desktop, server and network hardware and software issues across the County.
  4. Monitor application, desktop configuration, server or network software, hardware and service operations.
  5. Collaborate using expert resources and IS Leads in reviewing service requests, release notes, and new technology proposals to assess their impact on County hardware, software, network infrastructure, and operational processes. Provide recommendations and summarize findings related to risks, costs, and implementation efforts to support final decision-making.
  6. Provide individual and group instruction to both technical staff and departmental customers as needed on the use of equipment and software, and on server and data network infrastructure features.
  7. Develop, maintain, and test components of the County's disaster recovery and backup plans, including identifying critical business processes and systems, defining environment readiness requirements, and maintaining recovery procedures and communication processes between Information Services and other County departments.
  8. Serve as a subject matter expert by mentoring, coaching, and supporting colleagues using clear and effective communication methods-adapting to different audiences and formats to share technical knowledge, guide problem-solving, and promote best practices.
  9. Assist in writing and evaluating technical RFPs and bids.

CENTRALLY MANAGED ENTERPRISE APPLICATIONS:
  1. Responsible for the configuration, maintenance, and administration of centrally managed enterprise applications with additional responsibility in application support areas such as miscellaneous systems administration functions.
  2. Provide application support for the centrally managed enterprise applications and licensing by diagnosing and identifying equipment or application failures and work with appropriate vendors for resolution of issues.
  3. Perform daily monitoring and troubleshooting of centrally managed applications by checking event logs, backup status, and other functions as appropriate.
  4. Provide application or licensing-based administration functions by adding/removing customers, granting rights to computer systems, applications, and services, maintain change logs, and handle all related troubleshooting.
  5. Perform necessary steps for generating and configuring new software releases as needed.

Education: Bachelor's Degree in computer sciences or a related field.
Experience: Six years of progressive server hardware and server-based operating systems administration including mobile and desktop, applications or security administration, or data network and network device support.
Substitution: Equivalent combination of education and related experience.

Exam/Screening Process Information
The examination process will consist of the following section with each section weighted as indicated:
  • Training and Experience Rating = 100%

The examination for IS Technical Services Specialist Senior will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions -do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.
Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as an IS Technical Services Specialist Senior. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted.
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
