Job description

PacArctic, LLC (PAC), a Koniag Government Services company, is seeking a Special Projects Manager to support PAC and our government customer. This position requires the candidate to be able to obtain Public Trust clearance and is a combination of remote support and on-site support as needed at any of the following locations in the State of North Dakota:

  • Land Ports of Entry (LPOE): Ambrose, Dunseith, Pembina, Portal, and St. John Entry; and
  • Inner City Buildings: Bismarck, Fargo, Grand Forks, and Minot.

Project Planning & Execution:

  • Manage comprehensive Firm Fixed Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) projects, schedules, and budgets for a variety of facility services projects such as maintenance, logistics, building infrastructure, or other government support services, from initiation through closeout
  • Understand and define (as applicable) project scope, goals, and deliverables in alignment with federal contract requirements and client expectations, including site preparation, renovation, new construction, and facility improvement projects on federal properties
  • Prepare formal, accurate pricing proposals for special projects and submit to the government customer
  • Coordinate and oversee multiple and simultaneous special projects of varying size, complexity, and duration at multiple locations
  • Conduct or coordinate site visits and inspections to monitor project progress and ensure quality
  • Review and approve submittals, requests for information (RFIs), and change orders in coordination with the government customer
  • Ensure all projects are delivered on time, within scope, and within budget
  • Other tasks as assigned by executive management team

Proposal Development & Cost Estimating:

  • Prepare task order proposals, scopes of work, and bid packages
  • Develop comprehensive cost estimates including labor, materials, and subcontractor pricing
  • Request, evaluate, and verify vendor and subcontractor quotes for alignment with project requirements prior to proposal submission
  • Submit pricing aligned with Government scope, funding limits, and timelines
  • Ensure proposals meet all technical and administrative requirements

Work Order & Service Call Management:

  • Track status of work orders, service calls, and minor projects under Firm Fixed Price (FFP) scope
  • Identify and resolve delays, access issues, or scope gaps
  • Coordinate special projects work execution across maintenance teams, subcontractors, and site staff
  • Monitor completion rates and service delivery timelines

Contract & Compliance Management:

  • Review and interpret government-issued task orders, Requests for Proposals, and Statements of Work (SOW) to ensure project execution aligns with contractual obligations
  • Ensure compliance with all applicable federal regulations, including FAR/DFARS requirements, safety standards, OSHA, NFPA codes, and environmental regulations, and ensure all safety plans and protocols are in place and adhered to on all project sites
  • Coordinate with the contracts and procurement teams to manage subcontractor agreements, modifications, and task order execution
  • Ensure compliance with all security requirements of the customer for access/entry onto federal facilities/grounds, including but not limited to the initiation of requests for background investigations to secure badging
  • If approved by the government customer, escort non-badged vendors, subcontractors, and any other individuals or skill set required to access/enter federal facilities/grounds

Stakeholder & Client Engagement:

  • Serve as the primary point of contact between the company, government clients, and project stakeholders for special project Task Orders
  • Conduct regular project status meetings and briefings with government Contracting Officer Representatives (CORs), Project Managers, and other key stakeholders
  • Build and maintain strong relationships with government customers and counterparts to ensure customer satisfaction and identify opportunities for follow-on work

Budget & Financial Management:

  • Develop and manage project budgets approved by the government customer, track expenditures, and provide regular financial reporting to leadership as required
  • Monitor project costs and implement corrective actions to address budget variances
  • Coordinate with finance and accounting teams to ensure accurate invoices, cost tracking, project closeout, and financial forecasting
  • Identify and assess potential cost risks and develop mitigation strategies

Data Management & Reporting:

  • Maintain centralized tracking spreadsheets for work orders, service tickets, and projects
  • Validate data used for reporting, invoicing, and compliance tracking
  • Provide data inputs for dashboards showing performance metrics and trends
  • Maintain accurate and complete project files, records, and documentation in accordance with company and federal requirements, ensuring all documentation is current, accurate, and audit-ready
  • Prepare and deliver written and oral project status reports, briefings, presentations, and required deliverables to leadership and government customers within established deadlines and at the required frequency
  • Ensure proper project closeout procedures are followed, including final inspections, punch lists, and documentation turnover

Team Leadership & Coordination:

  • Lead and coordinate cross-functional project teams including subcontractors, engineers, vendors, construction/project managers, and other service providers
  • Work with site leads to coordinate project pricing, site visits, project execution, and closeout
  • Coordinate with internal departments including contracts, procurement, finance, and program management to support project needs

Risk Management:

  • Identify, assess, and document project risks and develop mitigation and contingency plans
  • Proactively resolve project issues and escalate critical problems to senior leadership as appropriate
  • Conduct lessons-learned reviews upon project completion and implement process improvements for future projects

Education and Experience:

Required:

  • Bachelor's degree in Construction Management, Business Administration, Project Management, or related field from an accredited college or university
  • In lieu of a degree, minimum of 7 years of directly related experience in project management within a federal contracting environment or the equivalent may be considered
  • Ability to obtain Public Trust Security Clearance (required at time of hire)
  • Valid driver's license and ability to travel to project sites as needed
  • Demonstrated experience managing multiple simultaneous projects of varying size and complexity

Preferred:

  • Project Management Professional (PMP) certification, or ability to obtain within time frame established by employer
  • Experience working in secure government facilities or classified environments
  • Minimum of 10 years of project management experience managing construction and/or services projects in a federal contracting environment
  • Experience working directly with government clients, Contracting Officers (COs), and Contracting Officer Representatives (CORs)
  • Experience managing subcontractors and vendors in a federal contracting environment
  • Demonstrated experience managing project budgets of varying size and complexity
  • Experience with federal procurement and contracting processes, including familiarity with FAR/DFARS regulations
  • Experience preparing and presenting project status reports and briefings to senior leadership and/or government clients
