Job Summary:

The SIU Manager provides direct oversight and guidance for Team Leaders and Investigative staff responsible for conducting investigations of suspected fraud that support the entire insurance enterprise, including Claims Operations, Underwriting, Agency Markets, and Vendor Relations. The SIU Manager demonstrates high technical expertise involving all aspects of insurance fraud and utilizes independent judgement with limited oversight in carrying out duties that directly impact Citizens' efforts to resist and deter insurance fraud.ย

About the Position

We are seeking a high-performing leader to serve as an SIU Manager, working remotely in South Florida, to provide strategic and managerial oversight of the Complex Investigations Team. This team conducts highly complex, high-exposure investigations, often involving organized insurance fraud schemes. The ideal candidate is a strategic investigative leader with deep experience managing multi-entity fraud cases and a proven ability to identify, develop, and disrupt organized fraud networks.

This individual brings advanced analytical capabilities and a data-driven mindset, with a proven track record of examining and interpreting data using Microsoft Excel and/or Power BI to inform investigative strategies. The candidate must demonstrate advanced Excel proficiency, including the ability to create, manipulate, and analyze datasets using pivot tables and other advanced functions to identify trends, anomalies, and meaningful patterns. Experience partnering with Analytics teams to develop data queries, analyze complex datasets, and translate findings into actionable investigative leads is essential.

The successful candidate has a strong history of building prosecutable cases, collaborating effectively with law enforcement and prosecutorial partners, and driving investigations that result in measurable enforcement outcomes. They are skilled in integrating traditional investigative techniques with advanced analytics to enhance case development, prioritize high-impact opportunities, and proactively detect emerging fraud trends.

Additionally, this leader will mentor and guide a highly skilled investigative team while fostering a culture of accountability, innovation, and collaboration. A strong understanding of Florida-specific fraud trends and regulatory requirements is preferred. The ability to clearly communicate complex investigative findings both qualitative and data-driven to executive leadership and external stakeholders is essential, including presenting insights derived from Excel analysis, pivot tables, and Power BI dashboards.

Job Duties:

Facilitates a work environment that fosters and supports ethical decision-making and actions by motivating, promoting and modeling ethical behavior, as well as executing job responsibilities in accordance with Citizens core values, ethics and information protection policies.

  • Responsible for managing staff, including hiring, goal setting, planning and delegation of work, training and development, coaching/mentoring and completing performance evaluations.
  • Monitors system and user generated referrals to the unit, assigns work, and conveys investigative direction. Designs and monitors data analytic requests that drive quality proactive referrals to business units.
  • Informs and equips the insurance enterprise to refer suspected insurance fraud matters to SIU as well as keeps claims / underwriting leaders and other stakeholders aware of trends and SIU efforts through the creation and delivery of pertinent information and/or training materials.
  • Business unit liaison with law enforcement and represents Citizens at SIU industry/intelligence sharing meetings as necessary to ensure suspicious insurance acts are referred to the fraud bureau or other law enforcement/regulatory entity in accordance with Citizens' policy and Florida statutes.
  • May be deployed to remote locations and/or extended hours for extended periods to support SIU's Catastrophe activities; coordinates and provides oversight and operational guidance to SIU field staff deployed extended hours and/or serving at Catastrophe Response Centers/Insurance Villages, and SIU Strike Teams.

Required Education and Experience:ย 

  • High School Diploma | GED
  • Bachelor's Degree OR 4 years relevant experience, OR a combination of college education and relevant experience equivalent to 4 years (Criminal Justice/Corrections, Business Administration or related field.)

ANDย 

  • 2 years managerial, supervisor, or transferable leadership experience. 7 or more years of combined experience in handling Property / Casualty claims and SIU investigation experience.

*In lieu of supervisory experience, may consider those with 2 or more years of experience in leading projects/teams.

**In lieu of managerial experience, may consider those with 2 or more years of experience leading project teams, or teams with overall responsibility for project planning and delivering expected results.

Preferred Experience/Education:

  • 7 years of combined experience handling Property/Casualty claims and SIU investigation; with 4 years of leadership experience in the Florida P&C marketplace.
  • Strong knowledge of Florida P&C Insurance marketplace including matters of coverage, damage assessment, legal climate and claims law.
  • Insurance (SIU) Designations: CIFI (Certified Insurance Fraud Investigator); FCLS (Fraud Claims Law Specialist), FCLA (Fraud Claims Law Associate), CFE (Certified Fraud Examiner).
  • Bilingual (English/Spanish).

Knowledge Skills and Abilities:

  • Advanced insurance knowledge necessary to investigate all aspects of fraud across the insurance operation to include, claims, underwriting and agency markets.
  • Comprehensive knowledge of investigative methods to evaluate and apply property insurance laws, rules, regulations and policies.
  • Strong presentation skills, ability to identify training needs, develop and present formalized training programs.
  • Demonstrated working knowledge to interpret and apply insurance laws, rules, regulations, policies and procedures and department operational guidelines.
  • Advanced knowledge of investigative methods to evaluate and apply property insurance laws, rules, regulations and policies.
  • Moderate understanding of data analytics and system architecture.
  • Demonstrates leadership skills and facilitate a work environment that fosters and supports ethical decision making and actions by motivating, promoting and modeling ethical behavior, as well as executing job responsibilities in accordance with Citizens' core values and ethics policies.
  • Ability to work independently, multi-task and adapt to frequent priority changes.
  • Ability to plan, prioritize workload, organize and coordinate multiple tasks and projects.
  • Ability to coach/mentor and counsel staff.
  • Ability to exercise independent judgment and be self motivated with limited oversight.
  • Participation in catastrophe response, including deployment to remote offices and/or extended hours for extended periods of time.
  • Proficient skilled in Microsoft Office (Word and Outlook; highly skilled in Excel).
  • Valid Florida driver's license and ability to operate company owned/rented vehicles according to Citizens' policy on vehicle use.
