Job description

ICF is seeking a Senior Construction Specialist within our Disaster Management Division. This position is 100% Remote United States with travel. Non-managerial. Preference given to qualified candidates in California, Florida, North Carolina, Oregon and Texas. Must be Bilingual English and Spanish.
As a Senior Construction Specialist, you should have experience supporting residential construction, inspections, damage assessments, or QA/QC activities in the Housing and Urban Development's Community Development Block Grant - Disaster Recovery (CDBG-DR) program (or equivalent federal programs). You will be responsible for managing a case file of residential construction projects including repair, reconstruction, and manufactured home installation. You will also, in addition to performing day to day quality assurance and control activities, coordinate construction contractors and disaster recovery applicants in written and verbal communications.

Success in this position requires strong critical thinking, clear and effective communication, close attention to detail, and the ability to adapt in a dynamic, fast-moving environment.

Compensation: While the range below is broader for career growth, this position will offer a base salary of $78,00 to $88,000. Offer based on candidate's % of job description match and location as determined by the hiring team.

Key Responsibilities:
Perform QA/QC reviews of inspection reports, scopes of work, cost estimates, builder invoices, and milestone inspections.
Verify that all construction documentation is accurate, complete, and consistent with approved project scopes.
Ensure environmental compliance requirements (lead-based paint, asbestos, mold) are properly incorporated into scopes of work.
Review and validate builder invoice submissions for accuracy, completeness, and cost reasonableness.
Assist in maintaining document control and proper filing of all construction and inspection documentation in the system of record.
Coordinate with Damage Assessors, Construction Managers, and other field staff to resolve inconsistencies and deficiencies in construction documentation.
Support quality assurance audits, inspections, and field verification activities as needed.
Identify potential risks or discrepancies and escalate findings to the Construction QA/QC Lead for resolution.
Other tasks, as assigned.

MUST HAVE Qualifications:
3+ years' experience in residential housing construction inspections, damage assessments, or QA/QC activities.
2+ years of experience reviewing and approving contractor invoices.
1+ years of experience working with CDBG-DR, CDBG-MIT or other federals funded construction programs.
Written and Verbal fluency in Spanish and English.
Able and Willing to travel (flight and vehicle) for work as needed.

Preferred Skills/Experience: (May enhance candidate consideration)
Bachelor's degree in Architecture, Engineering or similar field.
2+ years of experience with Xactimate X or later versions for damage assessments and cost estimating.
Knowledge of IRC 2021, IBC 2021, and resilient residential construction practices.
Knowledge of construction management.
Knowledge of monitoring and oversight management.

Professional Skills: (You bring these with you day one)
Strong proficiency in Microsoft Excel, Word, and document management systems (e.g., SharePoint, QuickBase, Salesforce).
Ability to provide advisory communications to construction contractors and program participants through verbal and written communications.
Able to flex hours to work with clients in a variety of time zones (initially the Pacific Time zone.
Remote position with occasional travel to field offices, client sites, and housing centers on the west coast.
Excellent verbal, interpersonal and written communication skills.
Team player with the ability to work in a fast-paced environment and work overtime as needed and approved.
Maintain productivity while performing repetitive tasks in a timely manner.
Self-starter with ability to be flexible to handle multiple priorities, work independently and to work overtime as necessary.
Strong organizational skills and attention to details.
Self-starter and able to work independently.
Ability to learn from mistakes, take constructive feedback, and stay on task.
Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions.
