WHAT YOU'LL DO

Reporting directly to the President & Chief Executive Officer, the General Counsel serves as the Corporation's chief legal officer and a key member of the executive leadership team.

You will provide strategic legal counsel across the organization, advising on governance, regulatory compliance, procurement, contracts, litigation, employment, and other complex legal matters while supporting the Corporation's strategic priorities.

Working closely with executive leadership, regulators, outside counsel, and the Board of Directors, you will help manage enterprise risk, strengthen governance, and ensure the Corporation continues to operate with the highest standards of integrity, accountability, and public confidence.

WORK ENVIRONMENT

This is a primarily onsite leadership role based at our headquarters in Wallingford, Connecticut. We believe our best ideas come from working together, and our leaders are highly engaged with their teams. At the same time, we recognize the value of flexibility and support a work environment that includes limited remote work when business needs allow.

Duties and Responsibilities

  • Provides counsel to the Corporation and executive leadership on all legal matters including, but not limited to, contract law, gaming, e-commerce, compliance, employment, intellectual property, FOIA, tribal law, administrative law, ethics, and procurement law.
  • Advises the Corporation in the formulation and legal implications of policies, procedures, regulations, and strategic initiatives; interprets pertinent laws and ensures compliance with all legal standards while balancing operational, reputational, and enterprise risk considerations.
  • Directs and supervises the legal affairs of the Corporation and the work of in-house legal staff; oversees compliance with the Corporations ethical requirements and promotes a culture of compliance, accountability, and transparency.
  • Consults and coordinates legal matters with outside counsel as necessary and manages outside counsel performance, scope, and costs.
  • Provides executive-level oversight of the procurement team, ensuring all procurement activities comply with applicable state statutes, regulations, policies, and best practices and align with governance and risk-management expectations applicable to a quasi-public entity.
  • Regularly participates in and provides legal guidance throughout the RFP/RFQ process, including development, review, evaluation, negotiation, and award of contracts.
  • Reviews internal policies, practices, and procurement processes to ensure compliance with federal, state, tribal, and local laws; identifies and analyzes legal issues; presents clear recommendations; and assists in formulating and implementing business strategies, internal policies, and external communications to minimize legal exposure and support organizational objectives.
  • Works closely with internal clients and provides legal support for all corporate initiatives as a collaborative business partner.
  • Supervises the preparation of and/or drafts legal documents including contracts, procurement documents, board resolutions, governance materials, and correspondence.
  • Researches and prepares legal opinions on corporate initiatives and activities.
  • Provides legal guidance in regulatory matters; participates in the drafting and review of proposed legislation; assists management and staff with implementation of newly enacted legislation and regulatory requirements.
  • Assists in the preparation of testimony before legislative committees, as needed.
  • Researches and oversees research pertaining to a wide variety of legal issues (e.g., statutes, administrative rules, case law, treatises, and legal journals) to form a basis for legal opinions and acceptable courses of action.
  • Engages and collaborates with other state agencies, quasi-public entities, regulators, and lottery and gaming industry counsel to monitor legal trends, regulatory developments, and best practices.
  • Performs other related duties and special projects as assigned by the President and Chief Executive Officer.

WHAT WE'RE LOOKING FOR

In addition to a strong record of sound judgement, ethical leadership and strategic thinking, the ideal candidate is a seasoned legal professional with a:

  • Juris Doctorate from an accredited law school and an active license to practice law in the State of Connecticut.
  • Minimum of eight (8) to ten (10) years of experience representing corporate entities in the private and/or public sector; significant in-house or senior legal leadership experience preferred. General Counsel experience preferred.
  • Knowledge of internet e-commerce, digital platforms, and gaming law is desirable.
  • Demonstrated knowledge of procurement law, public-sector contracting, and competitive solicitation processes (RFP/RFQ).
  • Knowledge of the practice of law, including business and administrative law; ability to research, analyze, appraise, and apply legal principles to complex legal or factual issues.
  • Knowledge of federal, state, and local regulatory requirements and the legislative process.
  • Ability to analyze legal issues and make persuasive, practical recommendations that support business objectives while managing risk.
  • Displays high standards of ethical conduct, initiative, attention to detail, and commitment to timely and effective completion of assignments.
  • Excellent interpersonal, consensus-building, negotiation, and consultative skills with the ability to communicate effectively with executive leadership, Board members, regulators, and external stakeholders.
