As the Senior Fiscal Analyst for the Department of Transportation and Capital Construction, you won't just track numbers-you will be the financial cornerstone ensuring our critical transportation infrastructure, and capital improvement initiatives are successfully executed. In this role, you will oversee the complete lifecycle of project financial tracking and budget management, leveraging modern digital workflows to streamline operations.

You will drive fiscal integrity through precise cash disbursements, timely reimbursement processing, and revenue reconciliation, ensuring all transactions align with compliance standards and project goals. Additionally, this position serves as a central hub for financial oversight and team synergy, requiring expertise in fiscal analysis, auditing, and structured project closeout procedures. As a collaborative leader, you will spearhead stakeholder coordination and provide staff leadership to foster a culture of accuracy and operational excellence.

Your strategic insight will be especially critical during key financial milestones, where you will manage year-end financial reporting and accruals to deliver transparent, audit-ready accounts that safeguard public resources and support our community's future. About This Role: As the Senior Fiscal Analyst, the successful candidate will join a collaborative, fast-moving environment where each day brings new challenges and opportunities. Serving as the financial nucleus for major capital construction initiatives, this role transforms complex field operations into precise, compliant financial records that drive organizational clarity and momentum.

Working closely with Project Managers, external vendors, and revenue partners, you will translate operational details into financial documentation while driving digital workflow transformation to streamline project financial tracking, budget management, and cost recovery. By managing reimbursement processing and federal, state, and local revenue reconciliation, you ensure that dollars allocated to projects are expended, recovered and accounted for. Your leadership will guide the team through complex fiscal analysis, auditing, and project close out procedures, transforming raw data into audit-ready closures.

When key milestones arrive, you will lead critical year-end financial reporting and accruals, delivering results under tight deadlines. Beyond the numbers, you will act as a collaborative partner, coordinating with diverse stakeholders and providing staff leadership to elevate financial literacy across the organization, ensuring our community's infrastructure initiatives stand on a solid financial foundation. This position also offers a unique leadership path, giving the successful candidate the opportunity to mentor, train, and supervise supporting AP and billing staff (or act as a lead) within the first year.

Minimum Requirements: High school diploma or G.E.D. and 5 years of related experience with capital project or construction specific financials. Preferences: Public Sector or Capital Project Finance: Proven experience managing finances, budgets, and compliance for public works, infrastructure projects, or municipal/government initiatives

Grant and Funding Administration: Experience navigating local, state, and federal funding sources, including reimbursement processing and revenue reconciliation under strict regulatory guidelines. Systems and Digital Workflows: A track record of leveraging financial management systems (ERP) and implementing digital workflows to automate manual processes and improve tracking accuracy. Audit and Year-End Close: Direct experience leading complex project closeouts, conducting fiscal audits, and preparing year-end financial reports and accruals.

Collaborative Leadership: Demonstrated success in stakeholder coordination, working cross-functionally with project managers and external partners, and providing guidance or mentorship to junior staff. Advanced Excel and High-Volume Reconciliation: Intermediate to advanced proficiency with Microsoft Excel to perform complex, high-volume reconciliations of diverse financial datasets-such as multi-million-dollar project ledgers, cost recovery, federal grant reimbursements, and cash disbursements-using advanced formulas, pivot tables, and data modeling to quickly identify and resolve discrepancies; experience with Power BI for data visualization and reporting is a plus. Special Requirements: None Work Schedule: The core work hours for the Department of Transportation are Monday-Friday, 8am - 5pm, however, telework may be available after 3 months.

If telework eligible, the position may revert to in-office scheduling if business needs change.
