Project Manager, Water and Sewer Infrastructure Job Summary:

Sparks Group is assisting a regional utilities company in Laurel, MD in finding a Project Manager, Water and Sewer Infrastructure for a long-term contract assignment. We are seeking an experienced Project Manager to lead cross-functional teams responsible for complex water and sewer infrastructure projects, including the planning, design, replacement, relocation, and rehabilitation of pipeline systems. The Project Manager will oversee projects from planning and design through construction and completion, working with internal teams, consultants, contractors, and other stakeholders. This role requires strong project management, engineering, communication, and leadership skills, as well as the ability to exercise independent judgment while managing multiple complex assignments.

Project Manager, Water and Sewer Infrastructure Responsibilities:

  • Lead cross-functional project teams responsible for complex water and sewer replacement, relocation, and rehabilitation projects.
  • Oversee project planning, design, scheduling, budgeting, contractual activities, and stakeholder coordination.
  • Develop and review detailed project plans, specifications, and bid-ready documentation for engineering and construction.
  • Supervise and participate in project design, technical reviews, and plan development.
  • Coordinate with internal departments in the administration and oversight of consultant, architect/engineer, and construction contracts.
  • Serve as the primary project representative and coordinate with consultants, contractors, and other project managers.
  • Review projects involving roadway improvements, stream restoration, stormwater management, easement encroachments, and related infrastructure activities.
  • Oversee the work of design consultants, project managers, contract managers, and support staff.
  • Monitor construction activities and provide management with recommendations regarding project issues and potential solutions.
  • Attend final inspections and recommend acceptance or rejection of completed work.
  • Prepare and manage contract change orders and time extensions.
  • Review and approve monthly and final payments for contractors and vendors.
  • Prepare periodic comprehensive project activity reports.
  • Develop and monitor project schedules using CPM, Bar Chart, or other project scheduling methods.
  • Provide mentoring, guidance, and support to project management and other staff.
  • Assist with the development of capital improvement programs and departmental budgets.
  • Support larger projects led by senior project managers.
  • Contribute to long-term infrastructure planning and utility master planning initiatives.

Project Manager, Water and Sewer Infrastructure Qualifications:

  • Bachelor’s degree in Civil, Sanitary, or Environmental Engineering.
  • At least 3 years of progressively responsible project management experience.
  • Comprehensive knowledge of project management principles, practices, and organizational systems.
  • Practical knowledge of civil engineering principles and practices.
  • Experience leading cross-functional project teams.
  • Ability to interpret civil engineering and construction plans.
  • Strong operational and engineering judgment.
  • Ability to work independently with limited supervision and demonstrate initiative.
  • Strong relationship-building skills with employees, customers, contractors, consultants, government agencies, and other stakeholders.
  • Excellent written and verbal communication skills.
  • Ability to develop and maintain comprehensive project management plans addressing schedules, budgets, contracts, staffing, and stakeholders.
  • Demonstrated team-building, leadership, project management, and communication skills.
  • Professional Engineer (PE) registration in the State of Maryland is preferred.

Pay Range: Hourly $60.00 to $70.00
