Job description

We are currently looking to hire a Purchasing Manager to join our Corporate team in Pittsburgh, Pennsylvania! This position allows for Remote work arrangements from within the United States.

JOB DESCRIPTION

The Purchasing Manager serves as the primary buyer for Special Projects and Services Limited, overseeing day-to-day procurement activities across the organization. This role manages subcontractor sourcing, vendor relationships, and purchasing operations in support of our executive security services. The ideal candidate brings solid buying experience, strong attention to compliance detail, and the drive to grow into managing a broader procurement function.

RESPONSIBILITIES

  • Source and onboard subcontractors, verifying that all required credentials are in place prior to field deployment, including security licenses, guard cards, insurance certificates, and background check clearances.
  • Maintain the subcontractor compliance database, tracking license expiration dates, insurance renewals, and background check status, and following up proactively on upcoming expirations.
  • Support vendor and subcontractor contract administration, including filing executed agreements, tracking renewal dates, and flagging terms that require Legal review.
  • Assist in competitive bidding processes (RFPs, RFQs) for key spend categories under the direction of senior leadership.
  • Monitor vendor performance against agreed service levels and escalate issues as needed.
  • Track procurement spend against budget, flag anomalies, and prepare routine reports for management.
  • Ensure all purchasing activity complies with company policies, applicable regulations, and client-specific security requirements.
  • Collaborate with Operations, Legal, and Finance to support cross-functional procurement needs.
  • Communicate professionally with vendors, subcontractors, and internal stakeholders at all levels.
  • Conform with and abide by all company regulations, policies, work procedures, and instructions.

 REQUIRED QUALIFICATIONS: 

  • Must be able to legally work in the country where this position is located without visa sponsorship
  • This is a full-time, exempt position. Standard days and hours of work are Monday through Friday. Occasional flexibility may be required during contract negotiations, compliance deadlines, or peak procurement cycles.
  • This position requires up to 15% travel, primarily to vendor sites, subcontractor locations, and company branch offices for audits and business reviews.
  • Bachelor's degree in Business Administration, Supply Chain Management, Finance, or a related field; equivalent work experience will be considered.
  • 3-5 years of purchasing, buying, or procurement experience, including vendor or subcontractor management.
  • Demonstrated ability to manage vendor compliance documentation, including license verification, insurance certificates, and credentialing.
  • Experience issuing and processing purchase orders and supporting competitive bidding processes.
  • Strong organizational skills with close attention to detail and the ability to manage multiple deadlines simultaneously.
  • Proficiency with Microsoft Office Suite, including intermediate Excel skills.
  • Excellent written and verbal communication skills.
  • Ability to manage and maintain records of security clearances held by the company and required by its client base.

PREFERRED QUALIFICATIONS

  • Master's degree in Business Administration (MBA) or Supply Chain Management.
  • Professional certification, such as CPM (Certified Purchasing Manager) or CPSM (Certified Professional in Supply Management).
  • Prior experience in the private security, defense, government contracting, or protective services industry.
  • Familiarity with vendor management systems (VMS), contract lifecycle management (CLM) tools, or e-procurement platforms.
  • Experience with state security licensing boards and regulatory requirements for guard and protective services.
