Psychometric Consultant (Contract / On-Call)
Location: Remote
Department: Exams & Licensing
Reports To: Director, Exams and Licensing
Position Overview
Everblue is seeking an experienced Psychometric Consultant to support professional licensure, certification, workforce credentialing, and regulatory examination programs. This role will provide psychometric expertise for exam development, validation, maintenance, and quality assurance activities across a variety of subject matter domains.
The ideal candidate will possess broad psychometric expertise and experience supporting credentialing organizations, government agencies, licensing boards, certification programs, and workforce development initiatives. Subject matter expertise in any specific profession is not required.
Key Responsibilities
  • Provide psychometric guidance for the development, validation, and maintenance of examinations.
  • Develop examination blueprints and test specifications based on validated content domains.
  • Establish and document defensible testing methodologies consistent with industry standards.
  • Conduct item analysis, test analysis, and performance reporting.
  • Evaluate examination reliability, validity, fairness, and defensibility.
  • Lead or support standard-setting studies utilizing recognized methodologies.
  • Review item banks and examination forms for quality, statistical performance, and content coverage.
  • Provide recommendations regarding exam security, item exposure, and test maintenance practices.
  • Prepare technical reports and psychometric documentation for clients, accreditation bodies, and regulatory agencies.
  • Participate in proposal development activities, including technical approach narratives, staffing plans, and client presentations.
  • Serve as a subject matter expert during implementation and operational support of testing programs.
Required Qualifications
  • Bachelor's degree in a relevant field required. Master's degree preferred. Equivalent combination of education and professional experience in psychometrics, credentialing, licensure testing, educational measurement, or examination development will be considered.
  • Minimum of five (5) years of professional psychometric experience supporting credentialing, certification, licensure, educational testing, or workforce assessment programs.
  • Demonstrated experience conducting job analyses, examination blueprint development, and standard-setting studies.
  • Experience interpreting and communicating psychometric findings to non-technical audiences.
  • Strong analytical and technical writing skills.
  • Ability to work independently in a consulting capacity.
Preferred Qualifications
  • Doctoral degree (Ph.D. or Ed.D.) in a relevant discipline.
  • Experience supporting state licensing agencies, professional certification programs, or regulatory boards.
  • Familiarity with testing standards published by the American Educational Research Association (AERA), American Psychological Association (APA), and National Council on Measurement in Education (NCME).
  • Experience supporting remote proctoring, computer-based testing, or large-scale assessment programs.
  • Previous participation in government procurements, RFP responses, or proposal development.
