The Washington State Liquor and Cannabis Board's (WSLCB) Finance Division is announcing an exciting opportunity for a Management Analyst 4 (OneWA Project Readiness Trainer)projectposition inOlympia, WA to the Chief Financial Officer and the General Accounting Manager.
Under general direction, this position will serve in the agency's transition support efforts from the legacy Agency Financial Reporting System (AFRS) to the One Washington (OneWA) Workday platform. It focuses on the bridge between technical configuration and agency business operations. This role is responsible for overseeing critical testing efforts, ensuring systems and business processes function as intended, and personnel are prepared for "Go-Live."
The position serves as the high-level readiness trainer between the agency and the statewide OneWA project team at the Office of Financial Management (OFM) as agency staff transition to Workday. This role supports LCB staff through quality assurance efforts tied to the new ERP system, helping them meet critical testing timelines and build the knowledge they need to test confidently and effectively. This project is funded at least through June 30, 2027

Duties
Some of the duties you will perform are:
  • Leads the planning, assessment, development, and delivery of enterprise-wide training strategies to prepare agency staff for the transition to the Workday ERP system.
  • Collaborates with subject matter experts (SMEs) to translate complex business processes into clear training content.
  • Evaluates the current state of staff knowledge and skills to identify gaps and specific skill deficiencies within impacted functional areas.
  • Collaborate with managers and Subject Matter Experts (SMEs) to determine specific operational, technical, or soft skills needed for project success.
  • Establish SMART (Specific, Measurable, Achievable, Relevant, Time-bound) learning objectives.
  • Analyze business requirements, user stories, and design documents for completeness and testability.
  • Ensure the developed testing solution meets functional and non-functional requirements.
  • Provide regular updates on training progress and escalate potential roadblocks (e.g., skill shortages) and whether staff are ready for go-live to project management.
  • Analyze potential risks and elevate them as appropriate to other areas of the project management team and key stakeholders; develop contingency plans to mitigate risk.
  • Design and develop training materials, including participant manuals, instructor guides, job aids, quick reference guides, slide decks, and Standard Operating Procedures (SOPs) for agency-specific Workday processes.
  • Ensure all materials meet state accessibility standards and are inclusive for all learners.
  • Work with subject matter experts (SMEs) and integration partners to translate technical Workday processes into accessible content for end-users. Translate complex technical Workday functionality into clear, role-based learning content and help teams build the knowledge they need to test confidently and effectively.
  • Create job aids, quick reference guides, and desk manuals for agency subjects such as accounts payable, accounts receivable, asset management, procurement, and general ledger reconciliations. Partner with the OneWA training team to identify "Learner Cohorts" and ensure staff complete required Workday functional training.
  • Design training scenarios that replicate the future user experience, enabling practical application(s).
  • Collaborate with the One Washington Project Liaison to track agency readiness levels through surveys and pulse checks for all training activities.
  • Lead virtual and in-person training sessions for diverse learners.
  • Manage training logistics, scheduling, and content agenda for engaging interactive workshops.
  • Offer one-on-one support and mentoring to learners to ensure understanding and build confidence.

Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Four (4) years of combined relevant professional experience and education in business administration, public administration, law, or a related field.
AND
Four (4) years of experience conducting research and analyzing policies, laws, rules, or regulations.
OR
Four (4) years of relevant professional experience in:
  • Public Sector Accounting: Knowledge and understanding of Washington State governmental accounting and the State Administrative and Accounting Manual (SAAM).
  • Enterprise Resource Planning: ERP training and testing experience developing and facilitating training for enterprise-wide systems such as Workday, SAP, or Oracle.
  • Testing Data Integrity: Knowledge of functional testing techniques. For instance, ensuring that a $5,000 invoice payment entry doesn't turn into $50,000 due to a system glitch.
  • Defect Management: Ability to identify, document, track, and report software defects effectively.
  • Business Process Analysis: Ability to understand and analyze business processes. For instance, the correct approval process to pay an invoice.
  • Statewide Accounting Systems: Deep understanding of statewide accounting systems and processes: Agency Financial Reporting System (AFRS), Capital Asset Management System (CAMS), Enterprise Reporting, Financial Toolbox and Web Intelligence.
  • Chart of Accounts: Experience with AFRS coding structures and the utilization of AFRS transaction codes.
  • General Ledger Reconciliation: Ability to research and resolve complex accounting variances to ensure data integrity during system migration.

Preferred/Desired Qualifications:
An education degree in a financial-related field, certification as a Public Accountant, Government Financial Manager, Management Accountant, or Internal Auditor with at least 18 quarter or 12 semester hours in accounting, auditing, or budgeting, and 4 years of relevant professional experience in a financial-related field.
  • Proficient in Microsoft Office programs: Smartsheet, Word, Excel, Outlook, Power Point - intermediate level.
  • Implementation & Support: Guide agency staff through training, testing, and go-live support.
  • Customer Experience: Prioritize training and communication to overcome natural resistance, ensuring employees understand how the new system improves their daily tasks.
  • Virtual Facilitation: Demonstrated ability to deliver engaging virtual instructor-led training (VILT).
  • Inclusion & Accessibility: Knowledge of accessibility standards to ensure training materials are inclusive for all state employees.
  • Problem Solving: Proven ability to work independently in an environment with limited oversight and shifting priorities.
  • Communication: Ability to demonstrate interest, sincerity, and openness in all interactions with customers (internal and external).
  • Analytical Thinking: Seeing a 10-step manual process and imagining it as a 3-step automated one.
  • Diplomacy: Convincing staff to let go of their old "tried and true" (but inefficient) spreadsheets.
