SkyePoint Decisions is seeking a Project Manager to join our team supporting the Department of Education's (DoED) Federal Student Aid (FSA) Cybersecurity and Privacy Support Services (CPSS) in Washington, DC.

This position is remote.

Responsibilities:

  • Manages, coordinates, and establishes priorities for complete life cycle of Information Technology projects including the planning, design, programming, testing, and implementation of solutions designed to meet the project requirements.
  • Determines project needs and acquires resources required for the success of the project.
  • Designs project plans which identify needs and define major tasks and milestones, based on scope, resources, budget, and personnel.
  • Utilizes Agile methodologies to initiate, plan, execute, monitor, and close projects.
  • Defines the project scope and schedule, breaking large projects down into manageable sequences and enabling the team to turnaround tasks faster.
  • Manages day-to-day execution of technical projects across SOC, CDM, CI/CD, and engineering teams.
  • Leads Agile methodology, sprint planning, backlog grooming, and stakeholder demos.
  • Tracks milestones, risks, and deliverables across engineering and operations teams.
  • Coordinates with FSA stakeholders to align technical execution with business goals and compliance requirements.

Required Qualifications:

  • Bachelor's degree and 7+ years of experience in supporting Information Technology as a Project Manager.
  • An active PMP certification.
  • At least an active Secret level clearance.
  • Experience with the planning, management, leadership, coordination, budgeting, customer contact and execution of large-scale and complex projects similar in nature, scope, and complexity.
  • Supervision of substantial Information Technology operations, which encompass user systems, integration, deployment, and training activities in diverse operating environments with employees of various job categories and skills.
  • Strong technical understanding of Information Technology, Identity and Access Management, and AWS GovCloud systems and services.
  • Project management proficiency with the knowledge skills, tools and techniques required to implement the services comprised by the IT Infrastructure Library (ITIL Foundation).
  • Managing agile development teams and understanding how any enhancement, defect, or other request impacts the architecture of the application.
  • Required to have and maintain a Non-Sensitive / High Risk (Public Trust) security clearance (Tier 4/6c).
  • Expert knowledge of recent technological advances in computer science and engineering.
  • Excellent written and verbal communication skills, including experience in presenting material to senior Government officials.
  • Ability to interact and communicate with key managers and functional experts including internal service delivery teams, client project teams, external service provider project teams, and subcontractors to understand the current environment, the contract requirements and proposed solution; and to develop and gain approval for project scope, schedule, cost, and quality management plans to implement technical solutions.
  • Demonstrated experience in executing, monitoring, and managing projects to successful, high- quality and on-budget completion.
  • Experience with cyber security environments including and not limited to CDM, SOC, DevSecOps, vulnerability management, and cloud-native tools.
  • Must be a U.S. citizen.

Compensation:

Salary Range: $80,000-$120,000
