Program ManagerPosition Overview

Premier Enterprise Solutions is seeking a highly skilled Program Manager to support the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Administration. This position serves as the primary contractor point of contact and is responsible for leading acquisition workforce change management initiatives, workforce modernization efforts, quality management activities, certification support, and organizational transformation programs.

Location

Remote with occasional travel to the Washington, DC metropolitan area for stakeholder meetings, workshops, kickoff activities, and program reviews.

Key Responsibilities
  • Develop and maintain the Change Management Program Plan (CMPP).
  • Lead stakeholder impact assessments and organizational readiness evaluations.
  • Design and implement resistance management and mitigation strategies.
  • Develop executive communications, presentations, and stakeholder engagement materials.
  • Monitor adoption indicators, behavioral change metrics, and program outcomes.
  • Facilitate working groups, workshops, and town hall sessions.
  • Develop and maintain the Quality Control Plan (QCP).
  • Ensure internal review and quality assurance of all deliverables.
  • Support Section 508 compliance across contract deliverables.
  • Oversee workforce training, certification support, acquisition planning tools, and knowledge management activities.
  • Serve as the primary liaison to ACF leadership and stakeholders.
  • Prepare monthly progress reports and executive briefings.
  • Coordinate contractor staffing, subcontractor activities, onboarding requirements, and transition planning.
Required Qualifications
  • Bachelor's degree in Organizational Development, Business Administration, Public Administration, Human Resources, Communications, or related discipline.
  • Prosci, ACMP CCMP, PMP, or equivalent FAI/DAWIA Program Management certification.
  • Minimum 5 years leading organizational change initiatives within Federal agencies.
  • Experience supporting workforce modernization, training, certification, or transformation programs.
  • Experience engaging senior federal stakeholders and facilitating workshops.
  • Experience managing FFP contracts, schedules, risks, deliverables, and subcontractors.
  • Knowledge of Section 508 and WCAG compliance requirements.
Preferred Qualifications
  • Experience supporting HHS, ACF, CMS, or other Federal civilian agencies.
  • Knowledge of FAC-COR and FAC-P/PM certification programs.
  • Experience applying Prosci ADKAR or similar change management frameworks.
  • Experience with Power BI, Tableau, federal LMS platforms, SharePoint, and knowledge management solutions.
  • Master's degree in a related field.
  • Active or recent Public Trust clearance.
