ABOUT THE CENTER FOR COMMUNITY CAPACITY DEVELOPMENT The IPHI Center for Community Capacity Development (CCCD) provides training, consultation, and strategic planning services to public health systems partners that support activities including assessment, action planning, strategic planning, performance management, quality improvement, and implementation and evaluation of evidence-based strategies, policies and systems change.This position will support IPHIs development and implementation of an organizational performance management system and capacity building of staff within the Center and across IPHI. JOB SUMMARY: IPHI is seeking a proactive and systems-oriented Senior Program Manager Performance Management to lead the development and management of a sustainable cross-organizational performance management system for IPHI. This includes developing the infrastructure for measuring, monitoring, and reporting progress and managing the implementation and continuous improvement of the system

The performance management system will include IPHIs strategic plan as well as other programs, systems and initiatives in IPHIs project focus areas: housing, food and nutrition, maternal and child health, environmental justice, aging, the built environment, multi-sector data sharing, and more. The Senior Program Manager will work with leaders and staff at all levels across the organization to do this work.The Senior Program Manager will also serve as a capacity building resource to staff by providing expert evaluation and performance management knowledge to support proposal and report writing, project development/scaling, and evaluation planning. This work includes developing or providing guidance on impact and outcome objectives, measures, and targets that reflect organizational priorities and population needs and establishing monitoring and improvement processes to demonstrate impact and advance continuous quality improvement

Capacity building will be provided through technical assistance, training, coaching, and feedback to staff, IPHI supported coalitions, and partners.The Senior Program Manager will ensure IPHI can systematically demonstrate its impact and value across the organization and further drive data-driven decision-making and accountability. This position will report to the Center Director with additional supervision from the Chief Program & Policy Officer and Chief Executive Officer based on the work. Applications will be considered on a rolling basis until the position is filled DUTIES AND RESPONSIBILITIES: General Manage day-to-day implementation of assigned projects and programs including the development and implementation of an organization-wide performance management system, lead capacity building and support for evaluation planning, measurement, reporting, and demonstrating impact, and facilitate continuous quality improvement Lead design and alignment of day-to-day and long-term project plans and performance management across multiple diverse and complex projects, including tracking priorities, timelines, milestones, and deliverables Provide oversight and collect, monitor and analyze performance data; support staff with the collection, reporting and analyst of performance data; develop a reporting and dissemination plan in partnership with IPHI leadership, and present and prepare staff at all levels to share data and findings.

Track invoices and partner/contract payments and ensure accuracy and on-time payments Public Health Knowledge & Skill Application Lead execution of performance management, gathering data and evidence to demonstrate impact and accountability Inform program and impact improvements through data and continuous quality improvement on a diverse mix of complex programs and initiatives Conduct data analysis and apply data visualization best practices for performance and outcome data Lead quality improvement initiatives to improve results Provide capacity building and support to staff and partners through training, technical assistance, and coaching on evaluation planning, measuring, monitoring and reporting effectiveness and impact, and quality improvement Leverage data for story telling and narrative change strategies in collaboration with program staff Deep understanding and commitment to advancing health justice measuring progress towards this type of work Systems Change Apply effective systems change strategies and human centered design to support adoption and implementation of a performance management system and engagement in continuous quality improvement across the organization Design and improve performance management, evaluation planning, and capacity building services to reduce implementation barriers and maximize effectiveness Contribute to vision setting, design, and priorities development for performance management and quality improvement Meeting Planning & Facilitation Develop action-oriented agendas and support materials for project meetings and trainings Lead inclusive facilitation and outcome-driven meeting design, ensuring that meetings are structured strategically to achieve clear goals and foster meaningful engagement and collaboration Facilitate training and technical assistance/coaching sessions that are learner and action focused, aligned with defined objectives, based on adult learning principles, and result in application of training material Ensure completion of meeting logistics, materials, and follow-up actions efficiently and effectively Communication & Writing Collaborate with team members to ensure consistent messaging and alignment across all communication platforms Develop training curriculum on skills and content related to performance management, evaluation planning, and quality improvement tailored to specific audiences and needs for in-person and online learning Develop reports and presentations summarizing the analysis and findings of performance data and metrics for IPHIs strategic plan, programs, and other initiatives in a compelling manner Teamwork & Team Relationships Set direction and manage project assignments with and across team members to support timely execution of deliverables Co-create scopes of work with leadership, staff, and contracted partners/consultants/contractors and monitor progress against expectations Provide feedback and coaching to Program Assistants, Associates, Managers, and the Leadership Team to support effective adoption and implementation of a performance management system and capacity building for performance management and quality improvement Grant, Resource, & Finance Development Support budget planning and analysis as it relates to performance measures Understand budget and management process and manage certain parts of the programmatic budget as needed Support grant/contract compliance and reporting across the organization with data analysis and documentation of program outcomes In partnership with key programmatic staff, lead the development of outcome and measurement requirements in proposal writing; support proposal development with relevant performance and impact data and storytelling. Planning and Stewardship of Money Support budget planning for program activities in collaboration with leadership. Coordinate with leadership on vendor engagement and procurement processes in accordance with organizational policies.
