The Opportunity:
Tetra Tech is adding an experienced National Program Manager, Air Quality to lead and expand our national air quality program while supporting continued growth across our energy, industrial, mining, manufacturing, and infrastructure markets.
This is a senior leadership and seller-doer position responsible for providing strategic direction, technical leadership, business development, and operational oversight for Tetra Tech's national air quality services. The successful candidate will lead a high-performing team specializing in air quality engineering, permitting, regulatory compliance, and environmental consulting while partnering with operations leaders, account managers, and technical teams to deliver innovative solutions and grow our national client portfolio.
This role combines program leadership with technical excellence and client engagement to strengthen Tetra Tech's position as a national leader in air quality consulting.

Essential Job Functions:
National Program Leadership
  • Lead and grow Tetra Tech's National Air Quality Program, establishing strategic direction and supporting long-term business growth.
  • Develop and implement business strategies to expand air quality services across multiple markets and geographic regions.
  • Integrate air quality services across Tetra Tech's multidisciplinary teams and global platform.
  • Identify emerging market opportunities and develop innovative solutions that address evolving client needs.
  • Promote operational excellence, quality, and continuous improvement throughout the national program.

Business Development & Client Leadership
  • Serve as Senior Account Manager for strategic national clients.
  • Develop and maintain long-term relationships with clients across the energy, industrial, mining, manufacturing, and private equity sectors.
  • Lead opportunity capture efforts, including proposal strategy, RFP/RFQ responses, pricing, contract negotiations, and client presentations.
  • Leverage existing industry relationships to expand Tetra Tech's national air quality and environmental consulting services.
  • Represent Tetra Tech at conferences, technical committees, and industry organizations.

Project & Technical Leadership
  • Provide executive oversight for complex air quality consulting projects, including:
  • Prevention of Significant Deterioration (PSD) permitting
  • New Source Review (NSR) permitting
  • Title V operating permits
  • Air quality compliance and regulatory strategy
  • Ensure projects are delivered safely, on schedule, within budget, and in accordance with company quality standards.
  • Provide senior technical guidance on complex permitting and compliance issues.
  • Collaborate with regional and national teams to identify growth opportunities and expand client services.

Team Leadership & Professional Development
  • Build, mentor, and lead a high-performing national team of air quality professionals.
  • Recruit, develop, and retain technical talent.
  • Delegate responsibilities to support leadership development and succession planning.
  • Foster a culture of collaboration, accountability, innovation, and continuous improvement.
  • Conduct activities in line with internal procedures, legislation, and industry standards.
  • Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
  • Work in a safe manner at all times and report all health and safety incidents and concerns.
  • Additional duties as required.

Required Qualifications:
  • Bachelor's or Master's degree in Chemical Engineering, Environmental Engineering, Environmental Science, or a related discipline.
  • 15+ years of progressive experience in air quality engineering, permitting, environmental consulting, or regulatory compliance, preferably supporting the energy sector.
  • Demonstrated expertise in:
    • PSD, NSR, and Title V permitting
    • Air quality regulatory compliance and environmental permitting
    • Air quality strategy and environmental risk management
  • Strong understanding of:
    • Energy facility permitting and regulatory requirements
    • Market trends, client needs, and competitive landscape
  • Proven success in:
    • Business development and strategic account growth
    • National program or practice leadership
    • Financial management, project profitability, and operational performance
  • Established industry network and long-standing client relationships.
  • Excellent leadership, communication, negotiation, and presentation skills.
  • Must possess a valid driver's license with a clean driving record without restrictions.

  • Flexible work location with remote, hybrid, or office-based options depending on candidate location.

Compensation:
Pay commensurate with experience.
Pay Range: $170,000-$210,000 annually
