Job description

Position Title: Program Specialist 

Contract: SIO | CMS CCSQ 

Location: Remote / Baltimore, MD Metro Area

Clearance: Public Trust required


Position summary

The Program Specialist will support enterprise-scale program coordination, communications management, stakeholder engagement, and operational execution across CMS/CCSQ programs and Lines of Business (LOBs). This role operates within a fast-paced federal health IT environment — supporting both structured program management processes and ad hoc coordination needs across a large client/multi-vendor Integrated Project Team (IPT).


Strong interpersonal and organizational skills will be essential to effectively collaborate with internal IPT teams and federal stakeholders, identify opportunities to streamline processes, and ensure that program data, communications, meeting outputs, and decision-support materials are accurate, timely, and aligned with CMS priorities.


What will you do in this role?

Federal Communications Coordination

· Coordinate and maintain federal external and internal IPT communications activities and artifacts across multiple national stakeholder groups including system releases, updates, training opportunities, and enhancements ensuring consistency, accuracy, and alignment across all channels

· Maintain the communications calendar, dissemination tracking matrix, and program documentation in Confluence, Jira, and other repositories to ensure all communications are scheduled, approved, posted on time, and accessible to stakeholders.

· Identify and implement improvements to communications processes to reduce duplicative efforts, eliminate unnecessary steps, and improve overall efficiency


Communications Reporting and Metrics

· Create, maintain, and distribute communications metrics and program reporting artifacts — including dashboards, trackers, status updates, and performance reports — to support SIO program activities and leadership decision-making

· Develop and maintain standard reporting templates and documentation practices to ensure accuracy, consistency, and accessibility across programs

· Contribute to continuous improvement of communications and program management reporting processes and tools


Program Coordination and Execution

· Support coordination of program activities across multiple workstreams, ensuring alignment with schedules, priorities, and deliverables

· Coordinate with project managers, technical teams, and federal stakeholders to gather updates and validate program information

· Support planning and execution of recurring program activities including PI Planning, governance meetings, and program reviews

· Track program milestones, action items, and dependencies to ensure timely execution and follow-through


Meeting Support and Facilitation Coordination

· Prepare agendas, facilitate coordination, and ensure meeting outputs — including summaries, decisions, action items, and follow-ups — are accurately captured and distributed to appropriate stakeholders

· Participate in team, client, and stakeholder meetings, providing input and recommendations on program activities and ensuring needs are being met


Ad Hoc Program Support

· Provide coordination and analytical support for emerging or time-sensitive program needs

· Assist with special projects, leadership requests, and cross-program initiatives

· Support rapid turnaround deliverables while maintaining accuracy and alignment with program standards

· Adhere to established processes, standards, best practices, and tool usage


What do you need to succeed in this role?

Required Qualifications

· Bachelor's degree (BA/BS), preferably in IT, communications, public relations, public administration, or a relevant field

· 3+ years of experience supporting program coordination, stakeholder engagement, reporting, or analysis

· Strong organizational skills and attention to detail

· Experience maintaining trackers, documentation, and program artifacts

· Experience working in and contributing to an agile team environment

· Project coordination or project management experience

· Experience with collaboration tools such as Confluence, Jira, and Microsoft Teams/Office 365

· Ability to communicate clearly and professionally with all levels of the organization, both written and verbally

Preferred qualifications

· Experience working on a federal government contract

· Prior experience supporting CMS/CCSQ programs or similar federal health IT environments

· Familiarity with SAFe Agile framework and PI Planning support

· Atlassian tool-set experience preferred (Confluence, Jira)

· Experience supporting portfolio-level coordination and governance

· Experience identifying and implementing process improvements; familiarity with Lean principles a plus
