The Office of Project Management (PM) is to manage the Department's project management governance boards, validate the project performance baselines (scope, cost and schedule) of the Department's largest construction and environmental clean-up projects prior to budget requests to Congress; develop and oversee implementation of Department-wide project management-related policies, procedures and systems; conduct certification and surveillance reviews of contractor's earned value management systems; and manage the Project Management Career Development Program (PMCDP) to include the professional development, training and certification for the Department's Federal Project Directors.

As a Management and Program Analyst, you will:- Serve as an analyst and advisor to management, evaluating the effectiveness of programs and operations.
- Provide technical guidance and advice on analysis and evaluation methods to ensure optimal management strategy.
- Formulate and identify techniques for achieving project objectives and offer solutions to problems.
- Develop, manage, and maintain programming data/information systems, interpret policies, regulations, and procedures.
- Analyze management information requirements to develop reporting systems, including system specifications and analytical techniques.
- Identify, develop, analyze, and evaluate new or modified administrative program policies and regulations.

QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting at least
2 of the 3 of the following:
- Managing the organization's Working Capital Fund (WCF) includes planning, tracking, and monitoring program allocations, obligations, and expenditure of funds for reporting requirements to management.
- Developing and presenting comprehensive written materials (e.g., reports, proposals, guidance documents, briefings) to various audiences, including senior leadership that clearly communicate complex information, findings, and recommendations.
- Identifying, analyzing, and resolving complex operational or programmatic problems often involving conflicting information or broad organizational impacts, and developing innovative solutions or recommendations.
Education cannot be substituted for specialized experience at the GS-13 grade level."Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
