Summary
The detailee for this position will serve as a PROGRAM ANALYST in the Production Resources Department, (Code 099).
This position will serve in a bridge program designed to give employees an opportunity to gain competencies necessary to qualify for a GS-0343 position. If selected, you will be placed in the position Not to Exceed One Year.

Duties

  • You will review various environmental program rules and regulations and interfaces with Environmental Program Managers to gain clarification on
    interpretation and requirements impacting operations or production personnel.
  • You will participate in discussions regarding new processes prior to implementation.
  • You will conduct oversight surveillances, operational compliance sweeps, and emphasis patrols to verify compliance with regulations.
  • You will provide metrics to conduct trend analysis using computer programs such as Microsoft Access, Excel, and Power Point.
  • You will develop long range plans to ensure training resources are available to meet program requirements.
  • You will, under close supervision, perform periodic oversight inspections on trades operations to ensure compliance with applicable Federal, State, Department of Navy, and local rules and instructions.
  • You will document findings in databases and issues surveillance findings to involved personnel and management including Superintendents, Nuclear and Non-
    Nuclear Directors.
  • You will serve as a departmental point of contact for matters concerning environmental compliance.

  • Must have received a Fully Successful or higher performance rating on last performance cycle.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
This is a Competitive Detail not-to-exceed 1 year
You are eligible for this training opportunity if you have journey level trades experience in one of the following series: ALL JOURNEY AND HIGHER-LEVEL 4701, 6913, 5352, 4742, 2805, 4204, 5306, 4352 SERIES EMPLOYEES.

Detailee will continue to be paid by the home command, and salary will be reimbursed.
This position may be subject to the priority Placement Program.
This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
