Description & Requirements
Maximus is currently seeking a Senior Manager - Capture. In this role, you will lead capture management activities to win federal civilian government opportunities, developing strategies that position Maximus as the preferred solution provider for federal clients across the civilian sector.
This role leads cross-functional teams through the capture process to increase probability of winning targeted federal opportunities, serving as the primary driver of activities from qualification through proposal development across multiple Federal Civilian agencies.
This is a remote position.
Essential Duties and Responsibilities:
- Manage opportunities through capture lifecycle.
- Lead pursuit teams to develop winning solutions aligned with RFP requirements
- Work with sales to identify client needs.
- Evaluate the competitive landscape.
- Develop capture plan and strategy.
- Lead competitive analysis, price-to-win analysis, and establish team cost targets based on segment pricing structure and in alignment with budgets.
- Coordinate, collaborate and negotiate with operations, IT, pricing, and other internal stakeholders to drive compliant solutions.
- Interact routinely with all levels of management, infrastructure and technology teams, HR, finance, consultants, and proposal resources and follow through on task assignments
- Perform gap analysis of capabilities against customer requirements.
- Review proposal drafts to ensure alignment with planned solution model and identify improvements in messaging and graphics to better align with win strategies
- Conduct after action reviews for all business opportunities, lessons learned, and identify necessary adjustments to techniques, strategy, and actions.

Capture Strategy & Planning
- Manage opportunities through the complete capture lifecycle.
- Develop and execute comprehensive capture plans for assigned opportunities.
- Lead win strategy creation that differentiates Maximus from competitors in the federal civilian space.
- Manage B&P budgets and present at Gate Reviews for civilian market opportunities.
- Conduct after action reviews and document lessons learned.
- Develop value propositions addressing specific mission needs.
Customer & Competitive Intelligence
- Work with sales teams to identify client needs and priorities.
- Develop relationships with key stakeholders at federal civilian agencies.
- Position Maximus as a trusted advisor early in procurement cycles.
- Evaluate competitive landscapes within the federal civilian marketplace.
- Coordinate price-to-win analysis aligned with budget constraints.
- Gather market intelligence on modernization initiatives and priorities.
Solution Development & Proposal Leadership
- Lead pursuit teams to develop solutions aligned with requirements.

Minimum Requirements
- Bachelor's degree in related field required.
- 7-10 years of relevant professional experience required.

- 7-10 years of relevant professional experience in federal civilian capture.
- Proven track record leading successful federal capture efforts.

Preferred Skills and Qualifications:
- Master's degree in Business Administration or related field.
- 10+ years in federal civilian government capture management.
