Job description

GTSC seeks a Senior Contracts and Procurement Administrator with experience as a federal contractor that managers federal contracts and procurement. This position will report to the Corporate Director of Contracts & Procurement. MISSION : You are responsible for activities that span the entire Contract & Procurement life cycle, including but not limited to: cradle to grave contract and subcontract administration with a focus on negotiation of terms and conditions and price of prime contracts and subcontracts agreements, negotiating non-disclosure agreements (NDAs) and teaming agreements (TAs), preparation of solicitation packages to subcontractors, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, closeout activities, cradle to grave procurement processing. This position is onsite in Chantilly, VA for the first 90 days, and, then becomes hybrid-eligible. The incumbent supports tendering processes, contract monitoring, supplier compliance, and audit readiness within a public accountability environment. Qualifications & Requirements Experience โ€ข Federal contractor procurement administration experience. โ€ข Minimum 5u20137 years of federal contractor experience in federal procurement or contract administration. โ€ข Federal contractor experience working in a Contractor Purchasing System Review (CPSR) environment. โ€ข Demonstrated knowledge of FAR, DCMA, and Federal procurement regulations. Education โ€ข Bachelorx27s degree; or an equivalent amount of education and experience. โ€ข Professional certification in public procurement (e.g., CPCM, or equivalent) is highly desirable. Primary Responsibilities Procurement Management โ€ข Draft acquisition packages, including but not limited to, justifications, market research, developing procurement strategy, solicitations, price negotiation memorandum, source selection plans. โ€ข Prepare bidding documents, requests for quotations (RFQs), requests for proposals (RFPs), and tender notices. โ€ข Ensure procurement processes are transparent, competitive, and properly documented. โ€ข Manage supplier registration and maintain an approved vendor database in accordance with government requirements. โ€ข Create purchase orders. โ€ข Submit purchase orders and confirm pricing, acknowledgments, and lead times. โ€ข Place and track online orders. โ€ข Follow up on open POs to maintain schedules. Contract Administration โ€ข Conduct Cradle to Grave Prime Contract and Subcontract Administration including but not limited to review of Government solicitations and provide questions/risk assessment, participate in color reviews, main liaison for GTSC to Government Contracting Officer, review award, conduct day to day cradle to grave contracts and subcontracts administration duties. โ€ข Develop prime contract flow-downs in a manner consistent with prime contract requirements and operational objectives. โ€ข Assist in constructing Procurement policies consistent with the requirements of a DCMA approved procurement system. โ€ข Negotiate Non-Disclosure Agreements (NDAs) and Teaming Agreements (TAs). โ€ข Create moderate to complex Subcontractor solicitation package in accordance with Customer/Government and Company requirements. โ€ข Sources, solicits, and evaluates supplier proposal responses. โ€ข Conducts price and cost analysis. โ€ข Negotiates and administers subcontracts of various types and complexities. โ€ข Acts as primary interface between Contracting Officers, Subcontractors, and the Company program personnel. โ€ข Regularly interacts with program management, contracts, finance, and with customers, as required. โ€ข Deal effectively with subcontractor management regarding prime contract and subcontract issues of varying degrees of complexity and the drive to work issues to resolution. โ€ข The job duties are flexible and subject to change depending upon operational needs. Compliance & Governance โ€ข Ensure strict adherence to FAR & DFAR procurement regulations, anti-corruption policies, and ethical standards. โ€ข Prepare documentation for internal and external audits. โ€ข Support compliance reviews and respond to audit queries. โ€ข Ensure proper records management in line with FAR sector record-keeping standards. โ€ข Monitor adherence to delegated procurement authority thresholds.
