Job Description:

Aalis Management Consulting is seeking an experienced Program Manager / Contract Specialist to support acquisition and procurement operations for a federal civilian agency. The successful candidate will manage acquisition activities throughout the contract lifecycle while providing program management support to ensure compliance with federal acquisition regulations, agency policies, and customer requirements.

The ideal candidate will have extensive federal acquisition experience, hands-on experience using the Integrated Contracts Expert (ICE) contract writing system, and experience supporting HHS, CDC, or another federal civilian agency.

Key Responsibilities
  • Manage and coordinate acquisition activities throughout the pre-award and post-award acquisition lifecycle.
  • Develop and review acquisition packages, acquisition plans, procurement request packages, market research, Statements of Work (SOWs), Performance Work Statements (PWSs), Statements of Objectives (SOOs), Independent Government Cost Estimates (IGCEs), and evaluation criteria.
  • Utilize the Integrated Contracts Expert (ICE) contract writing system to prepare, process, and manage acquisition documentation.
  • Support solicitations, contract awards, contract modifications, option exercises, and contract closeout activities.
  • Conduct market research, cost and price analyses, and acquisition planning.
  • Ensure compliance with the Federal Acquisition Regulation (FAR), HHS Acquisition Regulation (HHSAR), HHS Acquisition Manual (HHSAM), and agency acquisition policies.
  • Monitor acquisition milestones and prepare reports for program leadership.
  • Coordinate with Contracting Officers (COs), Contracting Officer's Representatives (CORs), Program Managers, legal counsel, finance personnel, and technical stakeholders.
  • Maintain complete, accurate, and audit-ready contract files.
  • Provide acquisition recommendations and support procurement process improvements.
  • Prepare executive briefings, procurement reports, and acquisition documentation.
Required Qualifications
  • U.S. Citizenship.
  • Bachelor's degree in Business Administration, Acquisition Management, Public Administration, Finance, or a related field.
  • Minimum of 5 years of federal acquisition and procurement experience.
  • Minimum of 3 years of experience using the Integrated Contracts Expert (ICE) contract writing system.
  • Experience supporting HHS, CDC, or another federal civilian agency.
  • Experience supporting pre-award and post-award acquisition activities.
  • Knowledge of FAR, HHSAR, HHSAM, and federal acquisition policies.
  • Experience with contract administration, contract modifications, source selection, and contract closeout.
  • Strong analytical, organizational, and written communication skills.
Preferred Qualifications
  • FAC-C Professional, FAC-C Level II/III, DAWIA Contracting Certification, or CPCM.
  • Experience supporting public health or scientific programs.
  • Experience with PRISM, FPDS-NG, SAM.gov, CPARS, and Delphi.
  • Experience leading acquisition teams or managing acquisition programs.
