Job Summary

Leads and governs the CITGO Third Party Risk Management (TPRM) program, with enterprise responsibility for the design, execution, and continuous improvement of risk-based processes across the third-party lifecycle. Ensures effective onboarding, due diligence, monitoring, and off-boarding of third parties while safeguarding the company from compliance, regulatory, and reputational risks. Acts as a strategic advisor to business units and leadership, enabling informed decision-making and driving a culture of Ethics and Compliance through training, system optimization, and data-driven insights.

Minimum Qualifications
  • Bachelor's degree with ten years of job related experience
  • Third Party onboarding, contracting and/or master data experienced preferred
  • Microsoft 365 experience required
  • People skills, i.e. diplomacy, supervisory, leadership.
  • Verbal and written communication skills
  • Business automation or continual improvement skills required
Job Duties
  • Provides strategic leadership and ownership of the CITGO TPRM program as a core enterprise function, directing third party lifecycle from onboarding and due diligence through screening, risk identification, mitigation, ongoing monitoring, and off boarding. Ensures the program operates effectively, consistently, and risk-based to protect CITGO from regulatory, operational, financial, and reputational exposure.
  • Directs third parties with identified risks through the TPRM process, ensuring required mitigations are addressed prior to approval, denial, or dismissal. Influences and advises department senior management, including the Ethics and Compliance Committee, on third party risks and mitigation strategies. Partners with Business Unit Management to drive risk informed decision making.
  • Acts as CITGO TPRM Systems Owner, with accountability for all internal and external systems and providers. Provides training, customer service, and controls the system roles to CITGO users. Updates processes as changes in requirements are recognized through a continual improvement practice.
  • Develops dashboards and reporting mechanisms for use by Ethics and Compliance in the role of governance and oversight. Recommends process changes, improvements based on reporting and monitoring of activities.
  • Directs the development and implementation of processes, policies, procedures, assessment programs, and training for the E&C Department, focused on customer and vendor vetting, third party risk assessments, anti-money laundering, FCPA, FARA, Anti-Fraud, and other related TPRM matters.
