Job description

Introduction
The Department of Health Services (DHS) , Division of Care and Treatment Services (DCTS) is recruiting to fill a Facility Safety and Risk Manager position.
DCTS manages and supports seven care and treatment facilities for people living with psychiatric disorders and intellectual disabilities, community mental health and substance use services, community mental health and substance use treatment services for people in the criminal justice system, and the protection of client rights for people receiving services for intellectual disabilities, mental health, and substance use.
This position is headquartered at the Central Office in Madison at 201 E. Washington Avenue. This position can work remotely most of the time but will be required to report to the headquarters office location based on training or operational need. Occasional travel (up to 10%) to DHS facilities and offices throughout the state may also be required.

Position Summary
In this role, you will be responsible for the development, management, implementation and coordination of the department's safety and risk management programs. Duties include:
  • Providing guidance and expertise to staff that oversee day-to-day risk management duties at DHS-owned care and treatment facilities throughout the state to ensure compliance with all health and safety regulations.
  • Assisting in the development and i m p l e m en tation of po l i c i e s , p r oc e du r e s , a nd b us i n e ss o pe r a t i ons t h a t a dd r e s s p r e v e n ti on of i n j u r i es t o e m p l o y e e s a nd c l i en t s; w o r k e r s c o m pen s a ti o n and ha z a r dous e m p l oy m ent ; i nc i d e nt and a cc i de n t i n v e s t i g a ti on; i de n t i f i ca t i on and c on t r ol o f he a l t h and s a f e t y ha z a r d s i n t h e wor k p l a c e ; and p r o pe rt y and li a b i l i t y l oss con t r o l m easu r e s .
  • Serving as the Deputy Continuity Manager, assisting in the planning, developing, and maintaining of DHS's Continuity of Operations Plans (COOP) to ensure readiness for emergency situations.
  • Ensuring all staff locations have an updated, comprehensive, emergency action plan in place working closely with partners (e.g., managers, agencies, municipalities, law enforcement, vendors, etc.).

Salary Information
The starting pay is between $34.00 and $39.00 per hour (approximately between $70,700 and $81,100 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former employees is based on the rules that apply to compensation for the applicable transaction. This position is classified as a Risk Management Specialist - Senior and is in pay schedule/range 07/03.
Job Details
  • All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
  • To work remotely, employees must have access to both a private workspace and secure high-speed internet.
  • Mileage reimbursement to the employee's headquarter location is not provided.
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

Qualifications
Minimally qualified applicants will have all the following:
  • Experience administering or implementing a safety or risk management program (e.g., employee accident reporting, loss control, code enforcement, ergonomic fit testing, etc.).
  • Experience alerting staff to environmental risks and providing emergency notifications.
  • Experience with Continuity of Operations Plans (COOP) planning and recovery including administering emergency exercises or drills.
Well-qualified applicants will also have one or more of the following:
  • Experience analyzing trends, reports, or data and making recommendations for quality improvement to reduce future risk incidents.
  • Experience filing insurance claims for property and liability.
  • Experience developing and providing safety and risk management training.
  • A certification in the Incident Command System or emergency response protocols.
