Position Summaryย 

Theย Senior Program Manager โ€“ Constructionย is responsible forย leading VIRSIGโ€™s construction program from award through closeout.ย  This remote role provides top-level oversight of active and pipeline construction projects, leads Project Managers, Superintendents, subcontractors, and support personnel, and owns cost, schedule, quality, safety, compliance, and customer outcomes across the construction portfolio.ย 

This is aย programย leadership role, not a single-project assignment.ย  The right candidate will bring ownership, discipline, judgment, and accountability while helping VIRSIG continue building a scalable, high-performing operations platform.ย 

Essential Duties and Responsibilitiesย 

Program Leadershipย 

Lead multiple concurrentย construction and infrastructure projectsย globally.ย  Establish project execution strategies, staffing plans, schedules, budgets, reporting cadence, and performance standards.ย  Monitor project health,ย identifyย risk early, and intervene before cost, schedule, quality,ย or customer trust isย impacted.ย 

Team Leadershipย 

Lead, mentor, and develop Project Managers, Superintendents, Site Leads, subcontractors, and independent contractors. Assign personnel based on project complexity, geography, clearance requirements, and individual capability.ย  Set expectations, hold teams accountable, and support recruiting, onboarding, and performance management.ย 

Construction Operationsย 

Oversee construction activities including site preparation, renovations, infrastructure upgrades, low-voltage systems, communications systems, security infrastructure, mobilization, commissioning, turnover, and closeout.ย  Ensure work is performed safely, professionally, andย in accordance withย contract requirements.ย 

Estimating and Preconstructionย 

Collaborate with Sales team on constructionย estimatingย activitiesย forย proposals, task orders, ROMs, firm-fixed-price estimates, and change orders.ย  Support quantity takeoffs, pricing, subcontractor/vendor quotes, constructability reviews, site visits, and proposal development.ย  Coordinate with Procurement for formal buyoutย andย purchasingย after award.ย 

Cost, Schedule, and Contract Managementย 

Own program-level cost control, budgeting, forecasting, project financial reviews, billing milestones, laborย utilization, subcontractor performance, and change order management.ย  Ensure proper documentation, contract compliance, flow-down requirements, andย timelyย corrective action.ย 

Federal Compliance, Safety, and Qualityย 

Ensure compliance with applicable federal construction requirements, including EM 385-1-1, OSHA, Davis-Bacon, certified payroll, contract documentation, and USACE three-phase quality control where applicable.ย  Support audit readiness and disciplined recordkeeping.ย 

Customer and Stakeholder Managementย 

Serve as a senior point of contact for government customers, Contracting Officers, CORs, end users, primes, subcontractors, vendors, and internal leadership.ย  Represent VIRSIG professionally in project meetings, progress reviews, executive briefings, and customer escalations.ย 

Operational Excellenceย 

Develop and improve project management processes, templates, workflows, SOPs, reporting tools, and project controls. Support implementation of systems such as Procore or similar tools.ย  Help build repeatable processes that strengthen VIRSIGโ€™s ability to scale.ย 

ESS and Technology Coordinationย 

Coordinate with VIRSIGโ€™s Technology/Security program leadership when construction projects include ESS, access control, video surveillance, communications, or other integrated technology scopes.ย  Ensure construction and technology teamsย operateย as one unified VIRSIG team.ย 

Required Qualificationsย 

  • Bachelorโ€™s degree in Construction Management, Engineering, Architecture, Business, Project Management, or equivalent experience

  • PMP, CCM, PE, or similar certification

  • 8+ years of progressive construction project management experience

  • 5+ years leading project teams, field personnel, subcontractors, or operations functions

  • Experience managing multiple concurrent projects and project managers

  • Strong command of construction estimating, schedules, budgets, submittals, RFIs, change orders, risk management, and closeout

  • Experience managing subcontractors, vendors, and customer relationships

  • Excellent written and verbal communication skills

  • Ability to work Easternย and/or Central timeย zone business hours

  • Ability to travel to active jobsites, client meetings, and pre-proposal site visits asย required

Preferred Qualificationsย 

  • Federal government construction experience

  • NAVFAC, USACE, VA, DoD, or other federal customer experience

  • Procore power-user or administrator experience

  • Experience with IDIQ, MATOC, task order, design-build, or design-bid-build delivery

  • Knowledge of Davis-Bacon, EM 385-1-1, OSHA, FAR requirements, and USACE three-phase quality control

  • Familiarity with ESS, low-voltage systems, access control, video surveillance, communications infrastructure, or physical security construction scopes
