Job Description:
We are seeking an experienced Senior Medicaid IT Project Manager to lead enterprise healthcare and Medicaid technology initiatives in a remote environment supporting state-level programs. The ideal candidate will possess strong expertise managing Medicaid or Health IT projects, driving cross-functional coordination, overseeing end-to-end project execution, and delivering technology solutions aligned with organizational and public-sector objectives.


This role requires extensive experience in managing complex technical projects involving healthcare, Medicaid enrollment systems, clinical data, incarceration systems, student enrollment datasets, workforce development data, and enterprise technology modernization initiatives. The candidate will be responsible for full project lifecycle management, stakeholder coordination, governance, communication, vendor management, and successful project delivery.


Key Responsibilities:

  • Lead and manage end-to-end Medicaid and Health IT projects, ensuring successful delivery of all project work products and deliverables.
  • Develop, manage, and execute comprehensive project management plans including scope, requirements, deliverables, timelines, milestones, dependencies, acceptance criteria, communication plans, risk management, and issue mitigation strategies.
  • Oversee projects involving multiple workstreams and deliverables by delegating, coordinating, and tracking activities across project teams.
  • Coordinate with internal business units, executive stakeholders, technical teams, vendors, consultants, and external partners to drive successful project execution.
  • Manage integrated project plans and ensure alignment between technical teams, business stakeholders, and operational objectives.
  • Facilitate project governance, status meetings, stakeholder reporting, steering committee discussions, and executive communication.
  • Monitor and manage project scope, timelines, budgets, resources, procurement activities, quality standards, risks, issues, and change requests to meet state and organizational goals.
  • Utilize domain knowledge across clinical, incarceration, student enrollment, workforce development, and Medicaid enrollment datasets to support project planning and business decision-making.
  • Conduct risk assessments and implement mitigation strategies to address project delivery challenges, dependencies, and operational risks.
  • Negotiate priorities, timelines, scope changes, resource allocation, and deliverables with internal and external stakeholders.
  • Support implementation of new systems, applications, or major enhancements involving extensive modifications to existing functionality.
  • Develop and deliver project management training, education, governance standards, and process improvement initiatives to improve organizational maturity.
  • Create reporting models, dashboards, and governance mechanisms to support project tracking and improve business decisions.
  • Ensure compliance with state project management methodologies, documentation requirements, and reporting standards.
