Position Overview
The Senior Consultant, Workforce Development & Training brings deep workforce development expertise to governmental public health clients through designing and leading training, coaching, and capacity-building initiatives that strengthen how public health organizations communicate, engage partners, and sustain change. This individual will build relationships with local public health leaders and partner organizations, providing coaching, training, facilitation, and problem-solving to implement effective training, outreach and engagement activities.
Working within the Workforce Development team and in collaboration with the Strategic Communications team, this role will support local and state governmental public health clients in training and coaching public health practitioners in various topics including effective storytelling, communication, and strategic engagement skills. The role is ideal for someone who listens closely, adapts support to different levels of readiness and capacity, and can turn what is learned through implementation into practical improvements to the broader strategy.
To be considered for the role, applicants must be living in Massachusetts and/or have a deep knowledge of Massachusetts' public health landscape.
Key Responsibilities
BME Org-Wide Responsibilities for Senior Consultants (Subject Matter Experts):
  • Senior Consultant roles at BME consist of approximately 85% project work, 5% administrative work, and 10% business development.
  • Leads project design and attends to client relationships.
    • May serve as a technical expert and/or individual contributor on highly specialized workstreams.
  • Minimal project oversight needed.
  • Manages projects to exemplary client satisfaction.
  • Recognizes business opportunities with existing clients and works with leadership to pursue.
  • Proactively does outreach and sourcing of new clients.
  • Sources RFPs of interest.

Additional Responsibilities:
  • Design scalable, repeatable training and capacity building curriculum and adult-learning frameworks that can be adapted across governmental public health clients, in collaboration with the Workforce Development Practice Lead.
  • Collaborate with BME evaluation team on training-needs assessments and workforce capacity diagnostics for public health agencies, identifying skill gaps and recommending development pathways (individual, team, or system-level).
  • Advise on train-the-trainer models, opportunities for peer learning, and sustainability planning so client capacity continues after the engagement ends.
  • Serve as the primary point of contact for technical assistance related to local public health outreach, engagement, and use of tools and resources, designing and managing an accessible approach that includes resource walkthroughs, coaching, office hours, workshops, peer exchange, and timely follow-up.
  • Prepare messengers for effective engagement-including meetings, presentations, and legislative outreach-by developing and facilitating practical, adult-learning-centered trainings that build confidence and reduce capacity burdens on local health departments.
  • Build and maintain trusted relationships with local public health leaders, municipal officials, and partner organizations across a range of regions and organizational contexts.
  • Assess readiness, identify implementation barriers, and recommend targeted strategies that improve participation, adoption, and sustained use.
  • Lead development of the implementation evaluation framework, including clear success indicators and proportionate methods for collecting qualitative and quantitative data.
  • Document technical-assistance activity, resource use, partner feedback, implementation outcomes, and emerging needs in a consistent and useful format.
  • Translate field intelligence into recommendations for strategy refinement, resource updates, and future capacity-building priorities.
Experience, Qualifications, & Skills
  • Minimum of 6 years relevant experience required, including 4 or more years in a consulting firm environment.
  • Master's degree in Public Health, health education, adult learning, public administration, or a related field.
  • People management experience is preferred.
  • Minimum 5 years client-facing experience, including 2 or more in project leadership roles.
  • Ability to work independently and as part of a team in a fast-paced consulting environment.
  • Role-Specific Required Experience, Qualifications, & Skills:
    • Demonstrated experience providing technical assistance, coaching, training, or implementation support to public-sector, public health, or community-serving organizations.
    • Demonstrated subject matter expertise in workforce development e.g. competency-based curriculum design, recruitment and retention strategies, workforce development planning, etc. with governmental or public health clients.
    • Strong adult-learning, facilitation, and relationship-management skills, including the ability to translate strategy into practical action for audiences with varied roles, experience, and capacity.
    • Proven ability to manage a high-trust, client-facing portfolio of requests while documenting needs, coordinating follow-up, and maintaining consistency across partners.
  • Role-Specific Preferred Experience, Qualifications, & Skills:
    • Knowledge of Massachusetts local public health, Shared Service Arrangements, municipal government, or comparable decentralized public health systems.
    • Experience with program evaluation, performance measurement, mixed-methods research, or implementation learning.
    • Experience supporting organizational change, coalition building, or equity-centered community and partner engagement.
    • And an alignment with BME's shared values.
Work Environment
  • This is a full-time position based in a home office environment within the U.S.; to be considered for the role, applicants must be living in Massachusetts and/or have a deep knowledge of Massachusetts' public health landscape.
  • BME Strategies is a remote-first organization. Occasional travel to client sites, conferences, trainings, or meetings is anticipated for this role.

  • The salary range for this position is $91,520 - $151,840 annually.
