Job description

POSITION SUMMARY

Serve as McCarthy’s Compliance Analyst for prevailing wage and labor compliance issues.  

As a Compliance Analyst, this role reports to the Labor and Compliance Manager and will focus their efforts on managing day-to-day issues pertaining to:

  • Certified Payroll Programs, such as: 
    • Davis Bacon and Related Acts 
    • State/County/City Prevailing Wage 
    • Apprenticeship Programs 
    • Skilled and Trained Workforce (CA) / OJT is DBA/DBRA training programs 


RESPONSIBILITIES

Day to Day Management Duties will include: 

  • Interacting with project teams, providing additional oversight of administrative staff on issues pertaining to certified payroll, including: 
    • Responding to questions regarding federal, state, and local prevailing wage requirements 
      • Along with replying to questions, the Compliance Analyst will support and evaluate the type of questions asked, looking for trends or patterns 
      • Provide guidance by sharing best practices and conducting training targeted towards programmatic solutions 
  • Assess employment program data for key performance indicators, such as: 
    • Issue tracking and follow up related to LCPtracker 
    • Conducting remote compliance checks to verify projects and regions are meeting regulatory requirements 
    • Managing the resolution of assessment findings and corrective actions 
    • Regulatory Interaction (e.g., Regulatory visits, inspections, and results) 
  • Managing project staff in addressing subcontractor questions or concerns 
    • Tasks will include subcontractor training sessions as well as on improperly submitted or delayed payrolls
  • Support in the management of Federal and Federally Funded projects’ administrative staff on compliance related issues 

 Additional Duties: 

Additional duties will include: 

  • Managing a compliance calendar, noting dates for submittals, maintaining internal schedules for assessments. 
  • Monitor and research employment-related legislative and regulatory actions: 
    • Attend conference sponsored by government agencies as well as private organizations 
  • Conduct online research and establish social media alerts for compliance matters  
  • Prevailing Wage 
    • Assist in the oversight and management of project teams in the reporting of certified payroll 
      • Ensure project team has a working knowledge of McCarthy’s LCPtracker databases or in some instances Client specific database or tools 
      • Verify project implementation, including: 
        • Project start up training 
        • Delivery of tools to project teams (e.g., Summary of eDocs, Review of Box Account, jobsite visits.) 
    • Assist in the implementation, maintenance, oversight, and adjustment of McCarthy’s Prevailing Wage Program 
    • Assist in the development, implementation, oversight and maintenance of McCarthy’s Policies and Procedures for Davis Bacon related compliance.  Including the development of standardized eDocuments for Federal and Federally Funded projects 
    • Assist in the creation, implementation, and management of an onboarding plan for new certified payroll projects. 
    • Manage McCarthy’s public works project details 
    • Manage compliance issues 
  • Assist with regulatory visits and audits 

QUALIFICATIONS

  • Bachelor’s degree in accounting, business management, law or related field.
  • 3-5 years’ experience with certified payroll
  • Working knowledge of construction industry compliance requirements and standards.
  • Proficiency in compliance management software such as Paradigm 3, Intellect Compliance, and LCPtracker
  • Advanced analytical abilities
  • Effective research and professional networking skills
  • Ability to travel up to 30%

For Sacramento California location only, the salary range for this position is: $80,000-$100,000. This does not include possible bonus and other benefits which can impact total compensation. Compensation offered may vary based on work location, experience, qualifications, specialty, training, and market and business considerations, among other factors.
