Chief Estimator – Environmental & Industrial Services

Location: Lake Ariel, PA- Can consider Hybrid/Remote options.
Job Type: Full-time
Compensation: Approximately $90,000-$120,000 annually, depending on experience
Reports To: Director of Remediation

Company Overview

CT Industrial Services (CTIS) is a Pennsylvania-based environmental and industrial contractor serving clients across the United States. We provide safe, efficient, and cost-effective solutions for environmental remediation, industrial cleaning, waste management, transportation, demolition, and specialty field services.

We are seeking an experienced Chief Estimator to lead our estimating and preconstruction efforts. This individual will be responsible for preparing accurate, competitive estimates while helping CTIS evaluate project risk, improve estimating consistency, and pursue profitable work.

Primary Responsibilities

  • Lead the development of estimates for environmental, industrial, and remediation projects.
  • Review bid documents, plans, specifications, technical reports, and scopes of work.
  • Prepare detailed estimates incorporating labor, equipment, materials, subcontractors, transportation, disposal, and project-specific requirements.
  • Develop project schedules, staffing plans, equipment lists, and production-rate assumptions.
  • Solicit, review, and level pricing from subcontractors, vendors, transportation providers, and disposal facilities.
  • Identify scope gaps, project risks, constructability concerns, and potential cost-saving opportunities.
  • Participate in pre-bid meetings, site walks, scope reviews, and client discussions.
  • Prepare bid clarifications, assumptions, exclusions, qualifications, and proposal supporting documents.
  • Lead internal estimate reviews and support bid/no-bid decisions.
  • Maintain estimating templates, historical cost information, production rates, and vendor pricing.
  • Track bid results and compare estimated costs against actual project performance.
  • Work closely with Operations, Business Development, Finance, Health and Safety, and Project Management.
  • Provide a complete turnover package to the operations team following project award.
  • Help develop and mentor estimators and project managers involved in the estimating process.
  • Support change-order pricing and additional work proposals when needed.

Relevant Project Experience

Qualified candidates should have estimating experience with several of the following:

  • Remedial excavations
  • Landfill caps
  • Contaminated soil dig-and-haul projects
  • AST and UST removal, cleaning, and decommissioning
  • Industrial cleaning projects
  • Manufacturing plant shutdown cleaning events
  • Waste transportation and disposal
  • Lagoon closures
  • Environmental system installations, including:
  • Sub-slab depressurization systems (SSDS)
  • Vapor intrusion mitigation systems
  • Soil vapor extraction systems (SVE)
  • Groundwater treatment systems (GWTS)
  • Demolition and site restoration associated with environmental projects

Required Qualifications

  • Minimum of 5 years of construction estimating experience, preferably within the environmental, industrial, remediation, or specialty contracting industries.
  • Strong understanding of labor, equipment, materials, subcontractor costs, trucking, and waste disposal pricing.
  • Experience estimating projects ranging from service-based work to multimillion-dollar contracts.
  • Experience using B2W Estimate (Bid2Win) or an equivalent estimating platform.
  • Ability to interpret construction drawings, technical specifications, environmental reports, bid documents, and contract requirements.
  • Strong knowledge of production rates, crew planning, equipment selection, and project scheduling.
  • Proficiency with Microsoft Excel, Word, and related business software.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple estimates and competing deadlines.
  • Strong written and verbal communication skills.
  • Ability to work collaboratively with operations and executive leadership.
  • Valid driver’s license and willingness to travel to project sites and pre-bid meetings as needed.

Preferred Qualifications

  • Bachelor’s degree in Construction Management, Engineering, Environmental Science, or a related field.
  • Experience with hazardous and non-hazardous waste characterization, transportation, and disposal.
  • Familiarity with prevailing wage, union, public-sector, and federal contracting requirements.
  • Experience developing conceptual estimates from incomplete drawings or preliminary scopes.
  • Established relationships with environmental subcontractors, transportation providers, disposal facilities, and specialty vendors.
  • Experience supervising or mentoring other estimators.
  • Experience managing projects
