We are seeking an Expert IT Specialist to join our team in support of the New York State Liquor Authority (SLA) modernization initiative. This role will lead the design, development, and implementation of enterprise-grade Microsoft .NET applications supporting online payment capabilities and portal modernization efforts.

Position Overview

As an Expert IT Specialist, you will serve as a senior technical leader responsible for application architecture, solution design, software development, technical documentation, and mentoring development teams. You will work closely with architects, business analysts, developers, and stakeholders to design and implement secure, scalable enterprise applications while supporting system integrations and Agile software delivery.

This position is ideal for a highly experienced software architect or lead developer with deep expertise in Microsoft technologies, enterprise web application development, RESTful services, and modern front-end frameworks.

Key Responsibilities
  • Lead and guide software development teams throughout the software development lifecycle.
  • Design scalable enterprise application architectures and technical solutions.
  • Analyze business requirements and translate them into functional and technical specifications.
  • Design, develop, implement, and maintain Microsoft .NET applications supporting SLA business operations.
  • Design workflows, business processes, logical system flows, and data models.
  • Configure and support portal functionality and back-office system integrations.
  • Review developer progress, assign technical tasks, and provide technical leadership.
  • Mentor developers through code reviews, pair programming, and knowledge sharing.
  • Develop responsive web applications using modern front-end technologies.
  • Design reusable software libraries following SOLID principles and best practices.
  • Develop and maintain RESTful APIs and WebAPI 2 services.
  • Design scalable microservices and integration components.
  • Create and optimize SQL queries, stored procedures, and database objects.
  • Utilize Entity Framework and LINQ for data access and persistence.
  • Design reusable UI components and standard interface libraries.
  • Develop JSON-to-XML conversion services and configurable mapping solutions.
  • Support code versioning, merge management, and release activities.
  • Collaborate with Configuration and Release Management teams during deployments.
  • Analyze system performance and develop reporting solutions.
  • Evaluate emerging technologies and recommend innovative solutions.
  • Participate in Agile ceremonies and project governance activities.
  • Create comprehensive technical documentation and architectural diagrams.
  • Train and mentor State staff on technologies and system functionality.
Required Qualifications
  • Minimum 84 months (7 years) of professional IT experience.
  • Demonstrated ability to lead large technical teams and complex enterprise software projects.
  • Recognized subject matter expertise in enterprise application architecture and software development.
  • Strong communication, leadership, and mentoring abilities.
  • Experience working in Agile software development environments.
Preferred Qualifications

The ideal candidate will possess experience in most or all of the following:

  • 7+ years of enterprise application design and implementation in Lead Software Engineer or Software Architect roles.
  • 7+ years designing enterprise software solutions from business requirements through implementation.
  • Extensive experience with requirements gathering, solution architecture, quality assurance, and multiple production releases.
  • Strong experience integrating enterprise applications using SOAP and RESTful Web Services.
