Job Title: Technical IT Project Manager

Job Location: 100% remote

Clearance Requirement: NACI (to be obtained as a part of onboarding)

Employment Period:  We are seeking 2 FTEs who are under different contracts with the same federal agency and have the same scope of work as noted in this job description:

  • Contract #1 - current contract funding is through through September 2026 with 2 additional options extending the contract through September 2029

  • Contract #2 - ends on September 2026 and the position will be contingent on award

Education: At least five (5) years of project management experience with IT systems and a Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical field

A minimum of two(2) years overseeing IT projects involving the use of Agile methodologies, processes, and procedures, including but not limited to Scrum and Kanban, and also including the use of Earned Value Management, Capability Maturity Model Integration (CMMI), Information Technology Information Library (ITIL), and MSProject, as well as prior hands-on technical experience in a software development environment

Summary Description:
OmniSolve is seeking a diverse and multi-talented IT agile project manager to lead a team for a civilian government client. The position is backing up two senior PMs who are running Agile programs, and the work is Agile/scrum based for IBM TRIRIGA coded programs. There may well be other work attached as well for this position.

This candidate will be responsible for the summary lead management of deployments of complex information technology projects to solve problems that may have wide impact, requiring high levels of functional integration and involving multiple disciplines to be managed. The ideal candidate should have prior hands-on IT technical experience, good understanding of the IT systems development lifecycle; understanding of agile principles and methodologies including scrum and kanban and traditional project management methods; application security; data integration; and change management. The candidate should possess excellent leadership, customer relationship and communication skills. This position will be responsible for day-to-day oversight of multiple IT projects and direct interaction with client project managers and leadership.


Responsibilities include

  • Drive execution of IT projects from conception through requirements, pricing, design, implementation, testing, and deployment
  • Manage all aspects of project and program engagement from scope & planning, to vendor management, budget estimation, and security compliance
  • Lead initiatives/projects using Agile methodologies in a DevOps framework
  • Solid knowledge of Project/Program Management: Software Development lifecycle (SDLC) end to end; initiating, planning, requirements gathering, executing, monitoring, controlling and closing
  • Excellent communication skills; effectively communicate with cross functional teams and multiple lines of business & stakeholders; anticipate, track and control outcomes to resolve issues, dependencies and critical path deliverables
  • Quarterly Program Management Review presentations to Leadership and various stakeholders
  • Ensure adherence to quality standards and best practices; review project deliverables to measure effectiveness including those related to application security and data integration
  • Thrive in a fast-paced environment, can wear multiple hats, and be able to juggle competing priorities; Ability to self-direct, prioritize & deliver with constantly shifting & evolving projects
  • Evaluate assess & analyze metrics and project effectiveness
  • Recommend and take action to direct the analysis and solution of problems; revise, as appropriate, to meet changing needs and requirements

The candidate must have experience in the following:

  • Demonstrated cross-functional project management experience
  • Experience working with project management methodologies such as Agile including budget development, project planning, control and assurance methodologies, project management software and finance and accounting concepts and practices
  • Understanding of data integration communication protocols such as APIs, ETLs, SQL, web services, etc.
  • Knowledge and experiencing with systems security requirements and implementation including ability to perform quality assurance of security documents related to procedures, design, implementation, and deployment/operational guides
  • Experience working with quality management approaches and techniques; experience working with delivery assurance policies, procedures, and to ensure compliance
  • Experience working with administrative processes
  • Experience working with client vision, business objectives, and critical success factors
  • Experience working with delivery assurance principles and appropriate procedures
  • Experience working with techniques and approaches related to the architecture, development, integration, and deployment of project phases
  • Knowledge of Microsoft Office Suite
  • Knowledge of information technology applications, processes, software and equipment
  • Knowledge of IT project management principles (e.g. Agile SCRUM or Kanban) and software development lifecycle
  • Demonstrated team performance skills, service mindset approach, and the ability to act as a trusted advisor
  • Keen problem solving and critical thinking skills


The following qualifications are preferred but not required,

  • Federal government experience
