Summary
This position is located with Bonneville Power Administration, in Vancouver Audit Department (CNV) organizations in Internal Audit (CN) within Compliance, Audit and Risk (C).
A successful candidate in the Supervisory Auditor (Performance Auditor) position will serve as a supervisory auditor leading audits, analyses, assistance, and advice to BPA business lines, corporate, and/or support organizations.

As a Supervisory Auditor, you will:
  • Team Leadership and Administration: Directs, plans, and administers audit program operations, systems, and workflows to support the agency's overall auditing goals.
  • Personnel Supervision: Exercises full supervisory authority over subordinate staff, which includes establishing performance standards, rating performance, approving leave, resolving informal grievances, and recommending personnel actions like hiring and awards.
  • Strategic Management and Planning: Serves as a key member of the Internal Audit management team, developing long-range program goals, identifying resource and staffing needs, and adjusting resources to meet shifting priorities.
  • Audit Execution and Oversight: Directs, performs, and oversees various audits-including financial, operational, performance, IT, and contract audits-to evaluate internal controls, verify regulatory compliance, and safeguard agency assets.
  • Fraud and Misconduct Prevention: Conducts, coordinates, and provides fact-finding and investigative support to detect and prevent fraud, waste, abuse, and other financial mismanagement.
  • Liaison and Professional Advisory: Maintains relationships and coordinates on significant, controversial, or complex audit matters with executives, high-ranking federal and agency officials, external investigators (like the OIG and GAO), and contractors.

Conditions of Employment:
  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • First time supervisors will be required to serve a 1 year probationary period.
  • This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • A Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Information Systems Auditor (CISA), or Certified Information Systems Security Professional (CISSP) is highly desired, but not required.
  • The auditors may be asked to work at the Ross complex (Vancouver, WA) Internal Audit office to conduct audit fieldwork, attend meetings, and/or consult with CNT auditors assigned to that office.

Qualifications
BASIC REQUIREMENT:
  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
    OR
  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the Federal service. Specialized experience for this position is defined as: 1) coordinating and leading complex audit assignments from planning through completion; 2) performing complex performance audits or evaluations of organizational programs to measure their efficiency, operational effectiveness, and identify risks and management control weaknesses; and 3) writing final performance audit reports, presenting recommendations for program improvements to senior management, and negotiating with stakeholders to resolve controversial issues.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
