Human Services Analyst (Management Analyst) 

Location: 440 Court Street, Clearwater, Fl 33756  

Schedule: Monday - Friday, 8am - 5pm, Occasional evening or weekend hours may be required. Position may be approved for partial remote work schedule in accordance with County Policy after an appropriate period of satisfactory performance.

What Will You Do?

  • Program Planning and Performance Management: Support strategic and operational planning efforts across Human Services programs. Develop and refine logic models, theories of change, performance measures, outcome frameworks, and other planning tools that strengthen program design, implementation, and accountability.

  • Program Evaluation and Outcomes Analysis: Conduct qualitative and quantitative analyses to assess program effectiveness, identify trends, measure outcomes, and support continuous improvement efforts. Use data and stakeholder feedback to help programs better understand their impact and opportunities for growth.

  • Quality Assurance and Program Review: Review internal operations and contracted programs to assess compliance, service quality, performance outcomes, and adherence to program standards. Identify areas for improvement and recommend strategies that strengthen service delivery and accountability.

  • Performance Measurement and Reporting: Develop reports, dashboards, and performance monitoring tools that help program staff and leadership track progress toward goals, evaluate outcomes, and make informed decisions. Present findings in a clear and meaningful way for diverse audiences.

  • Continuous Quality Improvement: Collaborate with staff and stakeholders to identify opportunities to improve processes, strengthen programs, enhance service quality, and increase effectiveness across Human Services initiatives.

  • Communication and Stakeholder Engagement: Prepare reports, presentations, recommendations, and other materials that communicate program performance, evaluation findings, and strategic priorities to leadership, community partners, funding agencies, and other stakeholders.

What Do You Need?

Experience:Progressive experience in project management, operations, administrative analysis work, or quality assurance that includes one (1) year of program/project management experience including team leader or supervisory training.

Education: Degree in public health, healthcare administration, business administration, public administration, social sciences, human services, or a related field.

  • 8 years of experience as described above; or
  • Associate degree as described above and 6 years of experience as described above; or
  • Bachelor's degree as described above and 4 years of experience as described above; or
  • Master's degreeas described aboveand 2 years of experience as described above; or
  • An equivalent combination of education and experience as described above.

Additional Requirements:  

  • Possession and maintenance of a valid Florida Driver's License.  
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.  
  • Knowledge of human services programs, service delivery systems, and outcome focused program operations.
  • Experience designing, developing, and maintaining Power BI dashboards, reports, and visualizations that support program performance measurement, quality improvement, and organizational decision making.
  • Experience in strategic planning, performance measurement, logic model development, program research and program evaluation

Highly Desirable:

  • Experience developing logic models, theories of change, and performance measurement frameworks for human services, public sector, healthcare, nonprofit, or community-based programs.
  • Experience conducting program evaluation, outcomes research, or continuous quality improvement initiatives.
  • Experience facilitating strategic planning processes and supporting implementation of strategic and operational plans.
  • Experience working with human services data and evaluating programs.
  • Experience working with systems such as the Homeless Management Information System (HMIS), electronic health records (e.g., Athena), or low-code platforms (e.g., Appian) to support data quality, reporting, and analysis.
