Job Description:
Function of Position:
The Coordinator II, Employee & Labor Relations, provides specialized support in the administration of employee and labor relations functions, with a primary focus on Civil Service processes, contract administration, and collaborative work with CSEA and County partners. This role supports the Assistant Director, Employee & Labor Relations in ensuring consistent application of collective bargaining agreements (CBAs), resolving workplace matters, and maintaining compliance with Civil Service requirements.
Examples of Duties & Responsibilities:
Civil Service & Classification Support
  • Collaborates with the HR team and CSEA union on County-related personnel and labor matters.
  • Manages and processes Civil Service "one-off" requests with the County, ensuring accuracy and timely submission.
  • Prepares and submits required Civil Service documentation and payroll reporting forms.
  • Conducts job audits and classification reviews to identify potential title changes, discrepancies, or out of-title work issues.
  • Coordinates with County Civil Service on position classifications, updates, and compliance requirements.
Employee & Labor Relations Support
  • Provides support to the Assistant Director, Employee Relations, in interpreting and applying Collective Bargaining Agreements (CBAs).
  • Assists in the resolution of contract disputes by gathering documentation, performing preliminary analysis, and coordinating communications with the CSEA union.
  • Supports internal investigations by conducting fact-gathering, interviews, documentation review, and preparation of summaries.
  • Helps design, refine, and deliver CSEA-related training materials, checklists, and tools to ensure alignment with contract language and organizational practices.
  • Maintains accurate and confidential records related to employee relations matters, investigations, and Civil Service transactions.
Collaboration & Communication
  • Serves as a liaison between Human Resources, CSEA, County Civil Service, and internal departments to support labor relations initiatives.
  • Communicates clearly and professionally with administrators, supervisors, employees, and union representatives.
  • Provides guidance to departments on Civil Service procedures, out-of-title concerns, and CSA-related questions.
Secondary Functions
  • Completes other duties as assigned by Human Resources leadership

Requirements:
Job Requirements Required Qualifications:
  • Bachelor's degree in Business Administration, HR, or a related field
  • Two or more years of experience in human resources with a focus on employee/labor relations
  • Working knowledge of collective bargaining agreements (CBA) and labor relations principles.
  • Strong analytical skills; ability to interpret regulations, contracts, and policies.
  • Evidence of respect for and understanding of people with diverse backgrounds, abilities, and needs
  • Excellent communication, documentation, and organizational skills.
  • Ability to maintain confidentiality and handle sensitive information in a professional manner.
  • Proficiency with HRIS systems, spreadsheets, and reporting tools.
Preferred Qualifications:
  • Prior higher education experience working in Human Resources
  • Prior experience working in a unionized environment within the public sector
  • Familiarity with Civil Service processes, job classifications, and personnel transactions.
  • Bilingual and able to read, write, and speak Spanish, or other languages, proficiently

Additional Information:
Salary: Salary is determined based on experience, internal equity, and college budget. This position has an annual salary range of $52,000 to $67,000 and is based on the mentioned factors.
Job type: Full-time Permanent
Hours: Monday through Friday, 8:45 am to 4:45 pm.
