Within our State Government Solutions business unit, we support State Medicaid and Health and Human Services agencies by delivering a broad array of complex health services, including advanced analytics, policy and program consulting, operational capabilities, program integrity, and health information technology modernization solutions.


The Vice President of Business Development serves as the lead representative for Optum State Government Solutions within their designated territory. This role influences and executes sales efforts for Optum's core capabilities for Direct to State opportunities. The Vice President of Business Development is responsible for developing strategies aligned with State goals and coordinating multifaceted teams across Optum to deliver solutions that best meet customer needs.


This is a quota carrying position with primary emphasis on new business growth and customer satisfaction.

Primary Responsibilities:

  • Quota carrying role with a primary focus on net new business
  • Qualify and maintain a predictable sales pipeline of Optum opportunities within the designated territory
  • Develop solid, trusted relationships with State Health and Human Services (HHS) agency personnel, State CIOs, and State leadership
  • Lead, influence, and execute sales efforts for Optum's core Direct to State capabilities, including: 
    • Data and analytics
    • Medicaid Management Information Systems (MMIS) modules
    • Eligibility and program integrity enterprise solutions
    • Business outsourcing for State HHS programs
  • Coordinate multifaceted teams within a complex organization to execute the end to end sales process, including participation in State RFP responses


You'll be rewarded and recognized for your performance in an environment that will challenge you and give you clear direction on what it takes to succeed in your role as well as provide development for other roles you may be interested in.

Required Qualifications:

  • 10 years of experience leading business development with State Human Services agencies, including Medicaid, with a demonstrated record of meeting or exceeding quota targets
  • Experience selling business outsourcing and technology solutions to State government customers
  • Experience with Medicaid programs and policy
  • Experience with State Human Services programs and policy (e.g., SNAP, TANF, Child Welfare, Child Care, Child Support Enforcement)
  • Proven ability to work in a cross functional environment and lead complex sales pursuits
  • Ability to travel a minimum of 50% (travel schedule is self managed; home on weekends)
  • Driver's License and access to reliable transportation


Preferred Qualifications:

  • Experience selling data and analytics solutions, eligibility and enrollment solutions, Medicaid operations solutions, and other State government offerings
  • Proven sales track record specific to State government clients
  • Proven established, trusted relationships within State government, including Medicaid and other Health and Human Services departments

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $195,000 - $215,000 annually based on full-time employment.This role is also eligible to receive bonuses based on sales performance. We comply with all minimum wage laws as applicable.
