About this Opportunity
Performs professional-level accounting functions, financial planning, complex financial research, analysis and reporting, and budget management work.

Essential Duties & Responsibilities
  • Develops long-term financial plans, prepares complex financial models, calculations, and cost of service rate structures to support long-term City financial sustainability.
  • Identifies, researches, and prepares journal entries in accordance with accounting principles and established internal controls.
  • Performs internal reviews and analyzes detailed financial transactions, accounting and budget records for proper classification & compliance with accounting standards, City policies and laws.
  • Maintains the integrity of financial data within City's financial system through ongoing review, analysis, and reconciliation of activity.
  • Responsible for mid-month and month end accounting processes.
  • Performs detailed budget to actual analysis and financial research related to financial performance, trends, and projections. Creates written and detailed financial reports and summaries.
  • Leads departments through the annual budget and budget amendment process.
  • Maintains the City's operating, capital improvement and other budget and budget amendments while ensuring proper use of funds and accounting records.
  • Maintains capital project accounting information in City financial system, ensuring proper expenditure recording, resource funding, and compliance with fund and capital asset accounting requirements.
  • Identifies financial issues, risk and process improvements; develops recommendations and alternate solutions.
  • Assists with special projects including cost/benefit analysis and financial evaluations.
  • Provides financial and budget related training and guidance.
  • Performs related work as required.

Qualifications
Required Education and Experience
  • Bachelor's degree from an accredited college or university in accounting and three (3) to five (5) years of experience in professional accounting functions, budget to actual financial analysis and reporting, long-term financial planning, developing cost of service rates, and identifying financial issues and developing recommendations.
  • Excellent written, verbal, and interpersonal communication skills.
  • Proficiency with Microsoft Office.
  • Ability to work collaboratively with a diverse population.
