Position Title: KM Training Specialist - National Guard Bureau (NGB)
Location: Herbert R. Temple Jr. Army National Guard Readiness Center (TARC), 111 South George Mason Drive, Arlington, VA

Position Overview
INTECON is seeking a KM Training Specialist to build and sustain an enterprise-wide Knowledge Management culture across the National Guard Enterprise (NGE) in support of the National Guard Bureau (NGB) Knowledge Management Program. This position aligns to the Knowledge Management Analyst role defined in the Performance Work Statement and focuses on the delivery of the Knowledge Management Representative Course (KMRC) and broader KM training and culture-building activities across the NGB and the 54 States, Territories, and the District of Columbia.
The KM Training Specialist develops, delivers, and maintains structured KM training, curricula, job aids, and Communities of Practice that increase KM proficiency and expand the network of skilled Knowledge Management Representatives (KMRs). All culture-building activities are synchronized with KM Doctrine and applicable DoD, Joint, Army, and Air Force KM guidance. Work is performed on-site at the Herbert R. Temple Jr. Army National Guard Readiness Center in Arlington, VA.
Roles and Responsibilities
  • Conduct or facilitate a minimum of four (4) Knowledge Management Representative Courses (KMRCs) per year, developing and delivering course content aligned with KM Doctrine, standards, tools, and processes.
  • Collaborate with the Government, Department of War organizations, and other stakeholders to design, refine, and modernize KM curriculum content, incorporating civilian industry KM best practices when feasible.
  • Develop standardized KM educational briefings for inclusion in the Newcomer Orientation Course, Supervisor Course, and Action Officer Course.
  • Establish and facilitate the KMR Community of Practice (CoP) to provide ongoing collaboration, knowledge sharing, and continuous learning.
  • Manage course logistics, including registration information, parking assistance, memoranda of instruction (MOIs), sign-in rosters, handouts and folders, course evaluations and feedback, and publication of course materials to the appropriate KM repository following established metadata and taxonomy standards.
  • Design, deliver, and maintain KM training using virtual, in-person, hybrid, and/or Learning Management System (LMS) delivery models, and develop practical job aids and quick-reference guides.
  • Maintain and verify KM training and culture-building metrics, including the number of KMRs appointed, the number of KMRs trained, and scored maturity models, and report them in the MSR and quarterly/annual roll-ups.
  • Ensure students understand their roles in KM governance, decision-support processes, and knowledge-sharing behaviors, and update training materials to reflect changes in KM tools, governance, systems, or enterprise needs.
  • Apply baseline SharePoint Online (365) proficiency to publish, organize, and manage training artifacts within the KM repository with proper metadata and version control.
  • Travel to off-site training locations and to select States and Territories, as required, to conduct courses, and coordinate shipment of training aids as needed.

Required Clearance Level
  • Active Secret security clearance.

Required Qualifications
  • At least five (5) years of demonstrated experience applying enterprise KM principles, with emphasis on delivering KM training and curriculum using LMS platforms, enabling cross-functional knowledge sharing and Communities of Practice, and supporting KM governance.
  • US Army KM Qualification Course (KMQC).
  • Basic proficiency with SharePoint Online (365), including lists, libraries, sites, permissions, and content organization.
